Study On The Construction Of Agricultural Technology Extension System In Dongyuan County

Agriculture is the foundation of the national economy.The stability and development of agriculture are related to the sustained and healthy development of our national economy and to the harmony and stability of our society.With the development of economy and technology,the traditional way of small-scale farming has been unable to adapt to the large-scale,mechanized and modernized agricultural development mode,relying on science and technology,the implementation of "agriculture through science and technology" is a strategic measure to achieve modern agricultural development.The promotion and application of advanced agricultural technologies require the transfer of grassroots agricultural scientists and technicians to farmers.Therefore,the rural grassroots agricultural technical service and extension system play a very important role in promoting the development of modern agriculture in C hina.However,since the reform and opening-up,the implementation of household contract responsibility system has greatly stimulated the peasants' production enthusiasm and promoted agricultural production efficiency,but neglected the construction of rural grass-roots technology extension system due to the deviation of system and po licy and development.The lack of extension of agricultural technology,the stagnation of technology extension services,and even the abolition of agricultural technology extension stations in some areas.This poses a major challenge to the construction of C hina's agricultural extension system.So the current situation of China's agricultural technology extension system? What are the major problems and difficulties in the construction of agricultural technology extension system? What kind of organization pattern exists in the basic agricultural technology extension system? How to build and perfect the agricultural technology extension system? The study of these problems will not only help theoretically analyze the importance of agricultural technology extension system construction,but also help to construct the modern agricultural technology extension system from the practical level,and promote the development of modern agriculture.This paper takes the agricultural extension service system of Dongyuan County of Heyuan as an example to study the present situation of agricultural technology popularization system in detail and the main problems existing in the development of agricultural technology extension system and the root of the system.,And through the case study of Dongyuan County grassroots agricultural technology extension system,the characteristics,operation methods and challenges of the government-oriented and market-oriented agricultural extension service system were analyzed in depth,and then the promotion of C hina's agricultural technology extension system development policy suggestion.The main contents and conclusions of this paper are as follows.(1)For a long time,the Chinese government has been playing a leading role in agricultural technology promotion activities.The construction of extension system,research and development of advanced technology,education and training to promote agricultural technology promotion activities smoothly;But there are still some problems,such as supply and demand of scientific and technological achievements The structural imbalance between the two sides;therefore,the need to further expand the connotation of agricultural technology services,the formation of a set of agricultural prenatal,middle a nd postnatal norms and efficient technology service system.(2)At present,there are two main modes of agricultural technology extension system in Dongyuan County,one is government-led and the other is market-oriented.There are many problems in the government-led basic agricultural technology extension system: one is the imperfect management system;the other is that the overall quality of the promotion staff is not high and the structure is irrational;thirdly,the financial system and funds are insufficient to promote the popularization of technology.The main body of the market-oriented basic agricultural extension system is imperfect in management,organization is not perfect,poor ability to resist risks and so on,can not form an effective support to agricultural extension.(3)By comparing and analyzing the operation effect of government-oriented and market-oriented agricultural technology extension system,this paper argues that the agricultural technology extension system of Dongyuan Count y should be constructed with government-led public agricultural technology extension system,market-Operation of agricultural technology promotion system,supplemented by the promotion of a new model to jointly promote the Dongyuan County agricultural eco nomic development.(4)In order to further promote the construction of agricultural extension service system in Dongyuan County,we should speed up the reform and innovation of the organization system of agricultural extension model,establish a diversified investment system of agricultural science and technology with government financial investment as the main body,and innovate the agricultural extension system O f the operating mechanism,improve the training system.
