Since the implementation of the school policy,the scope of withdrawal extends from primary education to secondary education and extends from rural areas in the western region to rural and urban areas nationwide.In this process,the benefits of the concentrated advantage educational resources,the balanced regional school environment and the conditions,and the improvement of teaching level and quality are gradually highlighted.However,the rising cost of education,the negative influence of cultural development and the failure to follow up the aftermath of the village and township students also lead to many problems.The research on the problem of school withdrawal is mainly focused on the compulsory education stage,this research focuses on the basic process of the withdrawal of high school and its related influence.This study takes N Middle School in J City as the case object,uses interview method,questionnaire survey method,policy text analysis method,reviews the establishment of N Middle School and its early development,and analyzes the background of the decrease of student resources,policy changes and the uneven development of education in urban and rural areas.The paper also investigates the impacts of two major events,namely,the withdrawal of N junior high school and he general high school star assessment in Jiangsu Province.The research points out that the withdrawal of N middle school has the influence on the entrance of rural students at three levels.Positive impacts:it can help to improve students' learning and living ability,students can enjoy more and better teaching resources;the working environment and office conditions of teachers get improved,it can also help provide convenience for teachers' life and teachers optimize resources,teachers can get more professional growth opportunities.The negative influences appear more:First,some students cannot adjust their mentality which led to the falls of their grades.Second,some families felt the expenditure increases the economic burden.The third is the lack of family education.Besides,the teacher's workload increases,the work pressure is increased.What's more,the school class is huge,the number of students,the teachers and the logistics personnel increases,so that the personnel relation is complicated.The school operation cost increases.Moreover,the original N Middle School alumni and the former N Middle School retired teachers didn't approve of the new school.The seventh,it hinders the diversification of the development of high school education.Last,the merged school's idle assets lead to the waste of state-owned assets.Based on the above analysis,the paper draws three conclusion.First,the reasons for the withdrawal of N secondary schools are complex,including:the quality of school itself,the source of students,urbanization process,the star assessment system,educational management system,etc.Above all,the layout adjustment policy is the main driving factor.Second,the N secondary school withdrawal and decision-making involves many subjects,but the decision was made by the superior government unilaterally.The withdrawal has implications for local governments,local people,school teachers,and students,but these people are not involved in decision-making or even basic advice.Third,the impact of the withdrawal of N secondary schools is multidimensional,but the negative effects outweigh the positive effects.Finally,the paper puts forward three suggestions:first,do research work well.We can not blindly carry out a policy,such as the layout adjustment,to do a good research job in the actual investigation.Secondly,improve the decision-making mechanism and listen to the voice of the stakeholders.Third,strengthen management response.Use scientific management to actively respond to the negative impacts of the withdrawal of small schools.In view of various problems,the construction of system,organization,culture and other aspects should be strengthened.
