At present, rural primary school layout adjustment has become an inevitable development trend in the field of basic education. Since the late 1990s, along with the reduction of rural school-age population,,the student shortage, small scale, and scatter of the schools,and the government departmented to pursuit of economic efficiency of running school, some rural areas were beginning to removal and merger the small schools, running schools in the focalpoint and readjusting the rural school layout. Due to the rural and city school level gap, rural people’s pursue on the high quality education resources is increasingly significant, making rural school layout adjustment pace to accelerate. But how to adjust,and to reflect its rationality is a problem that should pay close attention to in the field of education.Through in-depth field, and selecting the part of school,writer investigated allocation of educational resources status during Rural Primary School Layout Adjustment using observation on F area, analysing and descriping the situation of the area by the way of the educational statistics correlation method. This paper analyzed the layout adjustment of rural primary school have had certain rationality in policy direction and meeting the actual demand, removing and mergering rural schools conforms to the objective reality of the reduction on school-age population.and adapted to the pursuit of the benefit of running economy, to a certain extent, satisfied the quality education needs of the people. From Max Weber’s "formal rationality" and "substantial rationality" theory proposed in analysising social action, we found that there were unreasonable phenomenon on the configuration of school education resources scaning layout adjustment of the rural primary schools. Due to running schools in the focalpoint, especially in urban areas, has a batch of "giant school", in rural areas of remote areas, mainly the small countryside school,the teachers’structure is not reasonable, lacking the necessary teaching equipment still, there are many problems of boarding construction, the countryside student did not really enjoy the so-called quality education resources. Accordingly, the author puts forward a suggestion that layout adjustment of rural primary school should be the diversity of the standard system, planning the address of the schools and school scale scientifically, and keeping necessary teaching points discretionary. Take corresponding support mechanism, optimizating the level of teachers and running conditions; Properly handling the Idle assets of school is premised on the healthy development of Rural education.Under the opportunity, as a whole,the urban and rural areas should make full use of resources, making the primary school layout and adjustment work more properly in the rural areas.
