Abstract:From the2001, our country in order to optimize the allocation of educational resources and improve the quality of rural education, has already began to performs the layout adjustment policy in rural primary and secondary schools.. According to statistics from the Ministry of education, as an important educational reform measures,rural school layout adjustment policy in improving the rural school running conditions, improve teaching efficiency and quality have achieved good results. But on the other hand, teachers, parents, students as the direct stakeholders had made different evaluation on rural school layout adjustment policy.This paper taking Longan County of Guangxi as an example, mainly used the interview method and field observation method, and visited the stakeholder groups including educational leaders, school administrators, teachers, parents, students to find out their reflection and evaluation on rural school layout adjustment policy. In specific thesis writing process, we first made definition for primary and secondary school layout adjustment and policy evaluation, then used the stakeholder theory to classify and analyze the stakeholder groups of layout adjustment and their interest; Again through on-the-spot investigation, collected their own evaluation on the layout adjustment of rural primary and secondary schools policy,and finally concluded that different stakeholder groups on the layout adjustment of rural primary and secondary schools policy evaluation exist differences; Then on the basis of the reasons for the differences of the analysis, put forward to improve rural primary and secondary school layout adjustment effects of policy implementation suggestion.
