Rural compulsory education school layout adjustment is C hina’s basic ed ucation field one of the most important education policy, the rural compulsory education produced extensive and profound influence. Based on this study H county of qinghai province rural compulsory education school layout adjustment of on-the-spot investigation, two schools in H county as the research object, based on the theory of education fairness, using literature method, questionnaire method and interview method, the current rural compulsory education school layout adjustment problems existing in the study.Based on H county rural compulsory education school layout adjustment of the status quo analysis of the questionnaire and the interview content, the local rural compulsory education school layout adjustment achieved significant results: Improved the conditions for offering education; Optimize the structure of the teachers; Make the school education quality and the scale was improved; Promote balanced development of the education. However, the policy after the implementation of the extent to which deviate from the original goal. Although has obtained the certain result, but have some negative effect on rural compulsory education fair: Increase the students’ school distance and rural family education cost; The rural school classes to expand; the teacher life pressure, education quality is difficult to guarantee; Large difference of students learning; the students’ psychological burden.This study aimed at the problem of rural compulsory education school layout adjustment is in-depth analysis its reason, main reason is: The local government on the layout structure adjustment target, attaches great importance to the efficiency and neglect justice; The school layout adjustment planning not scientific, "one size fits all" policy implementation; Ignore the rura l school teachers team construction; Rural schools supporting measures does not reach the designated position. Combined with problems existing in the rural compulsory education school layout adjustment and the reasons, the author put forward the correspond ing countermeasures: formulate scientific and rational layout of rural school restructuring plan; Restore and retain the necessary to teach; To strengthen the construction of rural school teachers; Supporting measures, perfect rural primary and secondary schools to give family economic difficulties students aid and economic aid.
