Research On The Integration Of Forward Planting And Breeding Of The Milk Industry Chain In Hebei Province

Hebei province is a big province of animal husbandry.In recent years,the dairy industry has made great progress,but the shortage of high-quality feed supply and high production cost are still the main factors restricting the development of the dairy industry.In 2018,“No.1 Document of the central government” proposed to implement the strategy of rural revitalization,and then the State Council issued the guideline document of China's dairy industry development “Opinions on Accelerating the Revitalization of Dairy Industry and Ensuring the Quality and Safety of Dairy Products”.The revitalization of dairy industry and the construction of high-quality milk source bases have been emphasized again by “No.1 Document of the central government” in 2019.The purpose of these policies and documents is to expand and strengthen the national dairy industry.Under such circumstances,based on the advantages and disadvantages of the development of the dairy industry in Hebei Province,the author analyzes the problems of the dairy industry chain optimization in Hebei Province.Through theoretical analyses and empirical researches,it aims at finding out the theoretical and empirical bases for planting and integration business model adopted by Hebei provincial dairy industry chain and to provide suggestions on the optimization of provincial and the national dairy industry chain,the improvement of economic performance,and the vitalization of the dairy industry.Based on the theories of the opportunity cost,of the transaction cost and of the scale economy,this paper studies the issues on reducing the opportunity cost,cutting down the production cost and saving transaction cost,and extending the dairy industry chain through the integration of horizontal and vertical breeding management in the dairy industry chain so as to realize the value of each link,expand the scale of operation,and achieve economies of scale.The paper points out the characteristics and existing problems of the provincial dairy industry chain through the field investigation of the dairy industry operators in some areas of Hebei Province.The cost-benefit analysis method is applied to compare and analyze the costs and benefits of different operation modes and scales of the milk industry chain.Econometric analysis is used to analyze the factors that influence the operation of dairy industry.The results show that the theories of the opportunity cost and the scale economy provide the theoretical support for the combination of planting and breeding in the dairy industry and the integration of the three industries in Hebei Province.The dairy industry in Hebei Province has problems in industrial structure,scale and operation mode.By comparing the cost and benefit of different operation modes,the results show that “horizontal integration of planting and breeding in the milk industry chain,vertical integration of production and processing” is a better operation mode in the milk industry chain.Through econometric model simulation,it can be seen that the internal factors of the operation subject of the dairy industry,the operation period of the operation subject and the amount of registered capital have a positive influence,and the operation of the dairy industry can achieve economies of scale by expanding the scale.In the factors of resource endowment of dairy industry operators,the larger the scale of dedicated machinery input,the area occupied,the number of dairy cows raised,and the size of the area planted with feed or forage grass,the more favorable it is to adopt the forward integrated farming and breeding business model of the dairy industry chain.Countermeasures and suggestions are to be put forward based on the research conclusions and existing problems.Through refining the supply-side structure reform system of agriculture and animal husbandry,guiding the transfer of farmland and expanding the integration of planting and breeding industry in the upstream of the milk industry chain.Strengthen the investment policy support of planting and breeding industry scale operation to realize the integration of planting and breeding industry scale efficiency;The supplying system and policy guidance can encourage the business entities to implement the horizontal combination of planting and cultivation,as well as three production integration business model.
