| Since the implementation of the conservation project,especially completely stopping commercial cutting policy of natural forest in 2014,the development of forestry industry in state-owned forest areas of Heilongjiang Province has been confronting with new opportunities and challenges.The proportion of the industrial structure of forestry industries in Heilongjiang’s state-owned forest areas,from 23:62:16 in 2000 to 38:42:20 in 2009,to 39:32.29 in 2014,and finally to 35:27:38 in 2018,showed a trend of transformation to the primary industry and the tertiary industry,and the secondary industry was gradually weakened.Meanwhile,in the development of forestry industry,the relationship and function between forestry industries and sub-industries due to the flow of resource,value,information and ecology are often neglected,and this relationship and function is the symbiotic relationship of forestry industry.The symbiotic development of forestry industry focuses on the realization of sustainable development of forestry industry by taking full advantage of the connections and interactions between forestry industries under the protection of forest ecological environment.Moreover,from the perspective of industrial chain,it is easier to discuss the interaction and symbiotic relationship between forestry industries in state-owned forest areas from the flow of resource,value,information and ecology.Therefore,from the perspective of industrial chain,it is the great significance to explore the symbiotic relationship between forestry industries in state-owned forest areas of Heilongjiang Province,and to innovate the symbiotic development model,so as to ease the contradiction between forestry economy and ecology and realize the transformation of forestry industry in state-owned forest areas.On the basis of sorting out the main domestic and foreign research literature,this paper systematically expounds the economic essence of the symbiotic development of forestry industry in state-owned forest areas,as well as the constitution and operation of the symbiotic system,from the theory of industrial economics,industrial ecology,industrial symbiosis and others.This paper analyzes the status quo of forestry industry,the characteristics of forestry industry symbiosis,the driving force and damping force of forestry industry symbiosis development in Heilongjiang state-owned forest areas based on the industrial chain.Using the Logistic growth model to propose forestry industrial symbiosis evaluation basis,and utilizing the intergrowth and coexistence coefficient to measure the industrial symbiosis in state-owned forest area in Heilongjiang Province,the results shows that:①the relationship of forestry industrial symbiosis in the state-owned forest area from 2004 to 2017 is the asymmetric mutualism state;②the development of the upstream forestry industry has a greater positive impact on the development of the downstream industry;③the symbiosis coefficients from 2004 to 2017 present a wave-like curve with different amplitudes,which demonstrates the instability of the symbiosis,and the degree of interaction between upstream and downstream industries of forestry is highly uncertain.Then,the grey absolute correlation analysis model,grey correlation analysis model and grey comprehensive correlation analysis model are utilized to study the influencing factors of forestry industry symbiotic relationships in Heilongjiang state-owned forest areas from the aspects of absoluteness,speed and comprehensiveness.The results show that:①the pursuit of economic benefits is the key factors on the stable symbiotic relationship and the evolution of forestry industry in the state-owned forest are;②the pursuit of ecological benefits and implementation of forest ecological protection policy is the guidance and security to prompt the evolution of the symbiotic system in the Heilongjiang state-owned forest areas;③the pursuit of social benefits and the transformation of forestry industry,to some extent,maintain the stability of system,and promote the evolution of industrial symbiosis system from asymmetric reciprocal symbiosis to the symmetric reciprocal symbiosis.After,the symbiotic development model of M(resource chain)industry chain,V(value chain)industry chain,I(information chain)industry chain,E(ecological chain)industry chain and MVIE industry chain are proposed.Finally,from the perspective of optimizing the symbiotic units and improving the symbiotic environment,safeguard measures are proposed to promote the symbiotic development of forestry industry in state-owned forest areas. |
