Research On The Social Responsibility Evaluation System Of Large-scale Municipal Road Projects

The large-scale Municipal Road project is a large-scale public material engineering facility which has important influence on regional economy,politics,society,environment and safety,and it is an important public service system for constructing urban road network and improving people’s livelihood.Under the guiding ideology of Zhengzhou White Paper(2019-2021),the construction of municipal roads such as Zhengzhou Fourth Ring Expressway,Dahe Road and agricultural road is in full swing,aiming at improving the urban road network and increasing the carrying capacity of the road network.Facing such unprecedented strategic opportunity period,environmental sensitive period and multi-value reconstruction period,the urgency and complexity of social responsibility of large-scale municipal road project has become increasingly prominent,and has become a key factor affecting its sustainable development.This paper analyzes the evolution and development of large-scale infrastructure project management and social responsibility in theory and practice,based on social responsibility theory,stakeholder theory and sustainable construction theory,focusing on the core issue of "how to enhance the social responsibility of the participants in large-scale municipal road projects? " It is found that the lack of social responsibility is closely related to the lack of attention to project evaluation and the uncertainty of social responsibility in the early decision-making stage.Therefore,this paper identifies the list of social responsibility of large-scale municipal road projects through expert interviews and questionnaire survey,and constructs the evaluation system of social responsibility of large-scale municipal road projects,and hope that this social responsibility evaluation system will be incorporated into the evaluation system of early decision-making projects,giving suggestions on how large-scale municipal road projects fulfill social responsibility,strengthen the government and owners and other key stakeholders on the importance of social responsibility and implementation.The results show that large-scale municipal road projects in politics should not only take on the role of regional network construction,but also maintain the relations of surrounding communities and fight against corruption,in the aspect of economy and quality,the technical feasibility decision-making and the quality and safety construction of road engineering are the most concerned,in terms of legal liability,the design,construction and operation should not only comply with the industry norms and legal requirements,but also be open to information and effective supervision,however,awareness of this aspect of most projects is still relatively weak;in environmental and ethical aspects,pollution control and environmental protection have been paid attention to by all parties involved in the construction,but for the protection of the rights and interests of employees and supervision and prosecution of illegal acts and other ethical responsibility awareness is relatively weak.In clear social responsibility indicators,through the fuzzy analytic hierarchy process to determine the weight of social responsibility indicators,the establishment of social responsibility indicators evaluation system,the comprehensive evaluation results.The social responsibility evaluation system of large-scale municipal road projects is not only suitable for the decisionmaking stage to help decision-makers make evaluations,but also can be applied to the projects under construction and completed projects,help the project out of the dilemma of sustainable development through the post-evaluation of social responsibility.
