Research On The Evaluation System And Planning Strategy Of Community Resilience In Jinan City Under The Concept Of Disaster Prevention

We are in a critical period of rapid urban development and social structure upgrading.Natural disasters,ecological deterioration,and terrorist activities are threatening our living environment.As the most important basic organization for urban residents,the community is the basic unit of urban disaster prevention and mitigation.It not only needs to meet the residents' requirements for life and residence,but also needs to ensure the safety of residents and possess high-efficiency and high-level disaster prevention capabilities.Therefore,in order to improve the community's ability to adapt to disasters and the level of disaster prevention,it is necessary to maintain the safety and stability of residents' lives and enhance the resilience of the community.At present,there is a lack of research data on community resilience at home and abroad.The discussion on "resilience" mainly stays at the macro level of urban planning,while micro-level research on community resilience evaluation and indicator systems is very basic,and there is no set of systems and applicability.It also has an index system that can scientifically evaluate different disasters.Based on the improvement of community resilience,this paper systematically summarizes the development history and research status of relevant theories such as "resilience","resilience city",and "community resilience" at home and abroad,and proposes the correlation of community resilience Concept,and made a deep analysis of the disaster prevention characteristics,disaster prevention mechanism and disaster prevention advantages of community resilience.Secondly,study the common disasters and the frequency of disasters in Jinan,select the three types of disasters with the highest frequency: geological disasters,flood disasters,and fires,and analyze the hazards and characteristics of the three disasters.Based on the principles of scientificity,applicability,and feasibility,the expert questionnaire was designed to screen the impact indicators of community resilience under different disaster backgrounds,and finally determine the four primary indicators of stability,robustness,adaptability,and resilience,and several secondary indicators And three-level indicators;build a community resilience evaluation system.In order to ensure the scientificity and objectivity of the results,the Delphi method andthe analytic hierarchy process are used to calculate the index weights and determine the importance of the indicators related to community resilience.Third,based on the principle of difference and representativeness,three typical communities were selected in Jinan: community of workers,Xincun Beicun,Yanzishan Community,Xinyuan International.Conduct community resilience assessments for the three communities,and analyze and compare the assessment results to provide a basis for the subsequent improvement of community disaster prevention capabilities.Finally,based on the above research results,based on the concept of resilient disaster prevention,community planning strategies are proposed for the three aspects of community space and built environment,community engineering facilities,and community management mechanism.
