Study On The Construction Of Disaster Resilience In Urban Communities

At present,with the frequent occurrence of unexpected disasters in urban communities,human health,safety and social,economic development are facing serious threats.In order to solve the problems of untimely emergency response,the shortage of emergency materials and the weak emergency consciousness of the residents exposed by the urban communities when dealing with the sudden disaster events,it is particularly important to improve their disaster management ability by exploring the construction of disaster resilience in urban communities.Taking community C of B City as an example,this paper adopts the methods of questionnaire survey and on-the-spot interview,and studies the construction of urban community disaster resilience from five dimensions: institutional factors,organizational structure,physical space,social factors and information communication.The results showed that the score of institution factor was the highest(4.04±0.71),and the score of social factor was the lowest(3.48±0.67).Education,household registration and length of residence have less than 0.05 significance on the social factor dimension,which has significant impact on the social factor dimension.At the level of 0.01 in correlation analysis,there was a strong correlation between the five dimensions of institutional factors,organizational structure,social factors,physical space and information communication and community disaster resilience,and had positive correlation influence.By summarizing the successful experience of covid-19 epidemic prevention and control,it is found that the state of disaster resilience construction in urban communities is manifested in the deployment of emergency materials dominated by the bureaucracy under the institutional resilience,and the coordinated and diversified participation led by the party construction under the organizational resilience,neighborhood action is embedded in community support under social resilience,epidemic prevention grid makes up space regulation under physical resilience,and digital technology of management service under information resilience.Despite the success of the community epidemic prevention and control,however,there are still some problems such as the obstruction of the construction of institutional resilience,the imbalance of organizational resilience,the difficulty of integrating social resilience,the limitation of transformation of physical resilience and the lack of information resilience.Dig deeper into the reasons for the lack of disaster resilience in communities,it is mainly embodied in the following five aspects: the imperfect community emergency management system,the lack of emergency participation channels,the lack of internalization of community emergency culture,the mismatch between spatial planning and community disaster management needs,and the lack of synergy between departmental information communication.With the coming of risk society,the situation of disaster management in our country is becoming more and more serious.Therefore,the construction of disaster resilience in urban communities should be promoted by reshaping transparent and perfect institutional resilience,improving efficient and flexible organizational resilience,cultivating harmonious and orderly social resilience,expanding strong physical resilience and enhancing efficient and stable information resilience,therefore,the concept of sustainable development and self-adaptive learning of disaster prevention,mitigation and relief can be cultivated,and the ability of community to deal with sudden disaster events can be effectively promoted.
