Post-bid Evaluation Research For Construction Projects

Tendering and bidding for engineering construction is one of the legal construction procedures,which occupies an important position in the field of engineering construction,and is also an important factor affecting the success or failure of the project.In the tendering and bidding activities of construction projects,bid evaluation experts,as the main participants,have a direct impact on the results of bid evaluation,which is related to whether the tendering and bidding can achieve fairness and fairness.However,due to the imperfection of China's legal system and market system construction,bid evaluation experts may have a series of problems in the bidding process,such as lack of sense of responsibility random evaluation,to the familiar bidding enterprises to beat the affection and so on.The emergence of these circumstances,to a certain extent,has damaged the order of the construction industry market,but also easily caused the unfair tendering and bidding,reducing efficiency.In order to solve the above problems,Shanghai,Ningbo,Shenzhen,Bengbu and other places have implemented the construction project post-calibration evaluation system.It is of great significance to evaluate the results of bid evaluation and to be an expert management expert,which is an innovation in China's bidding management system.First of all,this paper discusses the system research situation of foreign tendering and bidding,analyzes the current situation of the research on the evaluation system after tendering and bidding in China,and points out the problems existing in the process of tendering and bidding at present and the shortcomings of the current research in this field.Secondly,this paper compares and analyzes the current practice of implementing post-calibration assessment in Shanghai,Ningbo,Bengbu,Wenzhou,Xuyi,Qidong and Shenyang,including the scope,time,cost,source and organization of the evaluation experts and the content of the evaluation,combined with the actual situation of the bidding market in Tianjin,This paper designs and studies the project scope and project extraction mechanism,starting time and time limit,payment subject and fee-taking standard,the issuing procedure,the source and organization of experts and the content of evaluation,etc.,in the post-standard evaluation of Tianjin construction project.Finally,by summarizing the application of post-calibration evaluation results in Shanghai,Ningbo,Bengbu and Wenzhou,this paper analyzes the legal basis for the application of post-bid evaluation results and the relevant legal provisions of post-bid evaluation results and bid evaluation results,combined with the research on the evaluation policy after the implementation of bid evaluation results in Tianjin,The reasonable and operable application scheme of Tianjin post-calibration evaluation results is designed,and the laws and regulations of the members of the bid evaluation Committee,the tenderer and the bidding agency,the bidder and the supervisory personnel are given the relevant basis.In order to further standardize the bid evaluation behavior of Tianjin bid evaluation experts,standardize the bidding activities of the tenderer(bidding agency)in Tianjin,and enhance the quality of bidding and evaluation in Tianjin.
