The Research On Perfection Of The A City’s Online Bidding And Tendering System Of Construction Project

With the rapid development of IT, as to the principle of Open&Fair&Just, more andmore attention had been paid to the online bidding and tendering system of theconstruction project in many developed countries and regions. Construction projects wererelated to important areas of national welfare and people`s livelihood. The application ofbidding and tendering of construction project was of great significance for ensuring thatbidding and tendering activities was in a fair, just and efficient manner.However, by the entire business process within bidding and tendering activities, the mostoptimal systems only include the basic information, not include key support techniques, especiallythey still have many issues in management, so they are not fully in online bidding and tenderingsystem. Otherwise, expert system management was an indispensable step of electronic bidding andtendering. An important issue worthy of study was how to make better use of informationtechnology to strengthen and improve scientific application of relevant expert database. So thethesis was the research on perfection of the A city’s construction bidding and tendering system.Firstly, we carried on analysis of tendering present situation both domestic and foreignstates, and by the survey in the A city, the thesis was the research of the entire bidding andtendering activities and also the evaluation method of bid. Secondly, the analysis of manyissues in the activities, and propose of the solutions. Then optimization IT techniques wasdisplayed to fully perfect the system. Thirdly, by the IT information, the hardware equipments,the blueprint and the system functions had been built. Finally, How to carry on reasonableappraisal to experts was an important problem in the bidding and tendering systemmanagement. Experts were simply inspected during the course of expert evaluation. Weinitially established a competency model of expert evaluation. Based on analysis we proposedmanagement measures for solving the issues of expert database management system.
