Research On Risk Evaluation Of Bidding And Tendering In The Wind Farm Construction Projects

With the continuous development of economy and the deepening of the power system reform and the advance of wind power technology in China,the installed capacity of wind power is rapidly developing,which results in that the requirement of wind farm construction projects is also high.Most wind farm construction projects are obtained by bidding and tendering,in the process of this work,there will be many unexcepted emergencies,which will create uncertainty and risk in the wind farm construction projects.Therefore,in view of the wind farm construction projects,the analysis on the risks of bidding and tendering becomes increasingly important.It is also urgent to establish a systematic and comprehensive risk evaluation system of bidding and tendering,and to accurately assess the probability of these risks,and to use corresponding risk management means and strategies to avoid the risks.Based on the basic theory of risk management,this paper constructs the risk evaluation system of bidding and tendering in the wind farm construction projects and uses the sequence relationship method,eigenvalue method,set-valued iteration method to determine the index weights.Secondly,an empirical research in the X wind farm construction project is carried out based on the matter element analysis method and multi-level fuzzy comprehensive evaluation method,which demonstrates the feasibility of the above risk evaluation system.Finally,risk management strategies of the bidding and tendering in the wind farm construction farm would be prospered to be suitable for different stages of bidding and tendering,in order to provide some policy recommendations for the future risk assessment in the bidding and tendering and its smooth implementation.The studies in this paper have shown that the risk level of the bidding and tendering in the X wind farm construction project is greater,and the main risk factors affecting the bidding and tendering are produced in the bidding preparation stage.At the same time,different risk management strategies and tools are adopted in the different stages,which could reduce the probability of the bidding and tendering as much as possible,and improve the effectiveness of the bidding and tendering.
