With the further development of marketization in the construction industry in our country, construction project tendering and bidding system has become the basic method of procurement by owner. Most construction units of projects are determined by tendering and bidding, at the same time, a prominent problem appears: though the owner can usually organize tendering and bidding activities according to legal procedures, in its own and third-party opinions, the validity of the tendering and bidding is often insufficient. This actual situation makes the intended purposes of the owner to optimize the allocation of resources and maximize their own interest, not well realized.Thus, based on the background that Chinese economic has stepped into a new normal,how to improve the validity of tendering and bidding has a more important research value.Aiming at the weakness of the academic research on tendering and bidding effectiveness, the present paper defines the tendering and bidding effectiveness concept firstly. Then, three necessary conditions for the effective implementation are analyzed.Four characteristics of essential attributes of tendering and bidding effectiveness are dissected, and deepened the scientific grasp of the effectiveness connotation.Secondly, based on the theoretical knowledge and the logic of competition theory,information theory, credit theory, principal-agent theory and so on, combining the actual performance of tendering and bidding, the owner has classified the factors which influences the effectiveness of the tendering and bidding. Furthermore,combing of the effectiveness of questionnaire design and survey analysis on tendering and bidding, it also confirms the factors which influence the effectiveness of the tendering and bidding.Both theories and facts tell us which are the effective factors on tendering andbidding,the factor follows the directions of information、credit、ability.Following the directions and combining of produces and actual cases,we analyze the formed reasons of the lack of effectiveness of the owner’s tendering and bidding,the comprehensive and in-depth countermeasures,the fundamental causes of the lack of effectiveness about specific performances and the mechanism and improve the effectiveness of some proposed countermeasures.Finally, combining with the practical case of tendering and bidding, illustrate the correlation of three factors: information, credit, and ability, which affect the validity of bidding by owner. And then, adopt the SHAPLEY value theory and Fuzzy method synthetically to analyze a practical case quantitatively. Through the study, obtain the weight values of three factors and Intensity of action: information and credit and ability, which affect the validity and impact of bidding by owner. After that, Combining the Pareto rule to classify the influencing factors, select the specific key measures to implement the key management.Finally it builds the key management mode which can further improve the efficiency of the owner’s tendering and bidding, and provides the technical route to construct the new management mode.
