Abstract/Summary:
Previous studies on tendering for general contracting of projects have mostly focused on evaluation index systems and contract conditions,which usually are used in general industries and a few types of projects.Research on procurement for general contracting of housing construction projects,especially tendering schemes under different design basic conditions,needs to be differentiated and launched.Because the tendering in the EPC delivery mode is different from the tendering in the design,procurement,and construction of the DBB delivery mode,such as in applicable regulations,tender start conditions,tender start time and target,contract strategy,bid evaluation standards,etc.Therefore,this paper studies the procurement method of general contracting of housing construction projects.The research content mainly focuses on the above differences,analyzes the EPC tendering contract planning and evaluation criteria.According to this basis,studies the framework system for post-evaluation of EPC tendering effects.This article considers the multi-dimensional consideration of relevant laws and regulations,the professional characteristics of housing construction projects,and the current status of the supply side of the industry.It conducts research in accordance with the order of construction project tendering work.Through a systematic analysis of the implementation characteristics of project general contracting delivery mode projects and the meaning of tendering bids,there are three feasible starting points for tendering.The three time points have different connotations of the basic tendering conditions.After the research on the evaluation content,methods and strategies of the business credit beacon,technical proposal and quotation bid in the application of the contract pricing model,the different tendering planning suggestions are given.Combined with the above research,a literature evaluation,expert interview,analytic hierarchy process,questionnaire survey method was used to construct a framework system for evaluating the effectiveness of EPC tendering.The first review content of the system is the legal compliance of the tendering.As a conformity assessment,it corresponds to 12 review factors.After the conformity evaluation is passed,7 first-level detailed evaluation index elements and corresponding 22second-level specific evaluation factors are used as the detailed evaluation.Combined with the success degree method,the tendering process and tendering effect can be evaluated.The seven first-level detailed evaluation indicators are:(1)the suitability and rigor of the contract;(2)the synergy of design,procurement and construction;(3)the degree of realization of the construction function;(4)the controllability of investment / settlement management;(5)the control of construction period and milestone;(6)Quality control;(7)safe,green,environmental protection management and control.Finally,based on the EPC tendering process of the case project and the actual situation of the project construction,the author examines the relevant application of the research content of this article in the case project.An evaluation framework system was launched for one of the completed projects using the EPC tendering effect evaluation system.
