In the special period of tax reform,how to build a high-performance tax staff team at the grassroots taxation department needs to be resolved.At present,the taxation staff in the grassroots taxation departments are not motivated by the lengthy repetitive work,the role of the reward and punishment system is not obvious,the tax culture is not strong,and the system implementation is not in place.The effect of the mechanism is poor.How to mobilize the responsibility and enthusiasm of the grassroots tax staff,improve the work efficiency of the grassroots tax staff,and develop a set of collaborative incentive system research will be very meaningful.This paper uses the theory of synergy,performance management theory,incentive theory and so on,taking the tax staff of LZ County Taxation Bureau as the research object,using the Potter-Laurer incentive model as the testing method,and analyzing the questionnaire data to obtain the incentive measures of LZ County Taxation Bureau.The existing problems,find out the root of the problem,start from the development of the performance salary distribution system,and explore the internal connection and interaction between the performance management system,tax culture construction,tax training,institutional fairness and system execution,and discover the performance management system and tax culture.Construction,tax training,institutional fairness and system execution have synergistic effects on tax incentives,build a collaborative incentive system for grassroots tax employees,and use the Porter-Laurer incentive model to test the feasibility and recyclability of the system.Under the premise of realizing the effective operation of the collaborative incentive model,it puts forward reasonable policy recommendations for optimizing performance management system,tax culture construction,tax training,system fairness and system execution,and finally achieves the synergy incentive system for optimizing the work efficiency of grassroots tax employees.Purpose,for the reform of the taxation institution Development tax department provide a strong theoretical basis and operating system.
