Motivation in the enterprise management is a employee-oriented manner, it is the embodiment of the humanization for human resource management (HRM), however, mechanism is a system-oriented manner, it is The embodiment of the institutionalization of management activities. Establish a scientific and reasonable motivation mechanism is about to make a balance between humanization and institutionalization in the enterprise HRM. Motivations affect employee’s psychology first, then behavior, Motivation or not, motivation reasonable or not, the result is completely different. One’s creativity and motivation would be inspired greatly when there have a scientific and efficient motivation mechanism. Meanwhile, employee’s sense of belonging and loyalty to the enterprise should be reinforce constantly. Motivation mechanism has been become an important subject for modem enterprise’s HRM.Since the eighteenth congress, the reform of state-owned enterprises has entered the deep waters, and it is a hard time for them. It is time to solve the deep contradictions, except institutional innovation, the rational allocation of human resources is one of the obvious contradictions. Motivation mechanism improving constantly and implementing reasonably is an efficient path to walk out. It is a required course and a breakthrough point for state-owned enterprises who participate in the global competition.DSIC is typically in china’s state-owned enterprise, especially the large equipment manufacturing companies, equipments made in china are much more competitive in the world than ever, it is necessary to have a research on motivation mechanism of general administrative staff whom hold an important position in DSICs human resource. Firstly, we should have a good knowledge of the research situation bom at home and abroad, then we studied the related concepts and theories, we walk along the such path as discover problems, analyze and solve problems, we make an intensive study of the motivation mechanism’s current situation, problem, solution for general administrative staff of DSIC, Finally, it is necessary to have a discuss on some safeguard measure of the Related Mechanism. The paper is an useful exploring for enterprise’s motivation mechamsm in the context of comprehensively deepen reform and opening up.
