Staff-centered incentivement in the enterprise management embodies the humanization and institutionalization of human resource management activities.Establishing a scientific and effective incentive mechanism can greatly stimulate the creativity and enthusiasm of the employees.The employees' sense of belonging and loyalty to the enterprise will also be strengthened because of this.As a result incentive mechanism has become an important subject of human resources management for modern enterprises.With the rapid development of equipment manufacturing industry and the increasingly frequent of import and export trade,the number of shipping companies is increasing,which makes the competition in ship industries increasingly fierce.Since the Eighteenth National Congress of the CPC,the reform of state-owned enterprises has entered into a crucial section,a key stage aiming at solving deep-seated contradictions.In addition to the innovation of the system and mechanism,one of the prominent contradictions is the rational allocation of human resources.And to improve and implement the incentive mechanism constantly and reasonably is an effective way to resolve this contradiction,as well as a compulsory course and breakthrough point for state-owned enterprises to participate in the global competition and win the advantageous position.Dalian Shipbuilding Industry Co.,LTD is a typical one in our country`s state-owned companies especially in large equipment manufacturing enterprises.It is quite necessary to do researches on staff incentive mechanism of basic-level staffs who are playing important roles in human capital ship group.Taking basic level managers of Dalian Shipbuilding Industry Co.,LTD as the study objects,this paper builds an enlarging structure,layer upon layer.Firstly,it gets through the basic situation on the whole;and then it carries on a questionnaire survey;After that,based on Maslow's hierarchy of needs theory,Skinner's reinforcement theory,Herzberg's two-factor theory and Adams' s equity theory,this paper presents situations,problems and solutions of basic level manager incentive system in Dalian Shipbuilding Industry Co.,LTD' one by one through a path of founding problems,analyzing problems and solving the problems.The result shows there exist problems of four aspects in the company's current employee motivation management mainly: an imperfect salary system,the neglection of employees` personal development,the lack of long-term and systematic staff training,the incomplete infiltration of enterprise culture in the staffs' mindsets.Besides the above results,we also find two fundamental reasons for these problems,which are the lack of scientific incentive management concept and the imperfect organization of incentive management.In the end,this paper puts forward seven corresponding countermeasures to improve the incentive mechanism,including establishing a correct concept of incentive management,optimizing the incentivesalary scheme of basic level managers,optimizing the career development plan of basic level managers,strengthening the construction of the training incentive mechanism,improving the incentive management organization and improving the applicability of all kinds of incentive mechanism.Studying on employee incentive mechanism of basic level managers in Dalian Shipbuilding Industry Co.,LTD can develop a new phase for this company,and will certainly provide some references for other peer ship enterprises in solving similar problems as well.
