The Product Developing Management for the military pdotoelectric system is being confronted with a complex environment.Military photoelectric system is high technology product and is urgent needed.The competition position is gathered by the developed requirement on the equipment informationalization.As a result that the military industry research institution has a traditional organization structure,the functionalized process is not suitable to the management requirement for the modern information technology project.Because of the intersectional managing of several function departments,it is result in existing too many examining and decision-making items.Therefore,many projects start late,techniques examining is separated from the design,much time is expended in the supervision program for the purchase of materials and apparatus.The research efficiency for military equipment project is reduced.For finding a kind of useful way,by analyzing the theory about the management of new product development,such as the PACE(Product And Cycle-time Excellence),IPD(Integrated Product Development),SGS(Stage-Gate System)and PVM(Products value management),it can be found that each theory pays attention in different area,has different requirement in the organization structure,and has different advantages or disadvantages.Single management theory for new product development is not enough suitable to the military developing project.By combining SGS,CE(Concurrent Engineering)and BPR(Business Process Reengineering)technology,the problem is can be resolved that the developing period is too long.In the process of reengineering,built M-PDP(Military photoelectric system-Product Developing Process)model is useful to reflect the managing process of the project.Base on the analyse of the existing process by M-PDP model,the activities in the process can be classified exactly by use ESIA(Eliminate,Simplify,Integrate,Automate)method.The M-PDP can be optimized by eliminating or integrating some un-increment activities which are serially connected in the process,making those supervision programs be connected with the process in a concurrent way,using the office automatic system to quicken the check program for directors,and combining the technical ratifications into the examining meeting.The reengineering M-PDP is proved be feasible by actual "lash-up" management in some product developing project.In the case of not change the organization structure of the research institute,the management period is shorten observably and the capital cost is reduced evidently by using the new M-PDP.The efficiency of product development for the military photoelectric system is improved.
