Research On Haikou Customs Financial Integration Management From The Perspective Of Process Reengineering

In recent years,with the institutional reform,the transformation of government functions and the development and application of new technologies,the Chinese Customs has carried out in-depth exploration in the fields of customs clearance,supervision,risk prevention and control,adopted a series of reform measures,and achieved remarkable results.Customs has also adopted a series of measures in financial management,such as introducing performance evaluation,key risk points,rolling mid-term goals and so.on,to carry out business and management innovation.However,facing the complex and changeable management situation,facing the changing world and national conditions,the current financial management of Customs has poor operational efficiency and information quality.The drawbacks such as low level and lack of decision-making support,which are incompatible with the reform and development,have gradually emerged.Therefore,it is imminent to make profound changes in customs financial management in line with the development of the times.In 2017,Vice-Director Hu Wei proposed at the National Customs Safeguards Work Conference that the Customs should build a "wise Customs" and further put forward faster,higher and deeper requirements for customs financial management.Relying on big data,cloud computing,artificial intelligence,Internet + and other information technology and technology in the field of technology development,maturity and application,financial management has made a qualitative leap in accounting,financial decision support and so on.Compared with the financial management of enterprises,the financial management of administrative units,whether in the level of accounting or in the application of data,still has a huge space to be tapped.The concepts of "financial cloud" and "financial sharing service" have already been applied in practice,but in administrative units,the exploration in this respect is still to be studied and put into practice.This paper attempts to proceed from the current situation of Haikou Customs financial management,first of all,on the basis of investigating the Haikou Customs financial management structure and operation,in view of the existing problems of inefficiency,low level of intelligence,personnel professional level is limited,inadequate strategic planning and other in-depth analysis;second,combined with the current economic and social problems.Thirdly,it puts forward a series of relevant operational safeguard measures,such as organizational structure and business process transformation,building a smart customs management platform,cultivating compound expert talents and so on.The implementation of financial integration management can be effectively implemented.This paper creatively puts forward the integrated financial management mode of intelligent financial service center,which is helpful to improve the operational efficiency of Customs financial management system,increase the transparency of Customs financial management,promote the transformation of Customs functions and enhance the credibility of customs.The purpose of this paper is to provide a reference for the practice of financial management reform of Haikou Customs.The study is expected to provide reference for the reform of financial management of Customs and the theoretical development of intelligent financial support center of Customs.
