In the context of economic globalization,competition among enterprises has become increasingly fierce.At the same time,as an important part of the Ministry of Finance to comprehensively promote the construction of the management accounting system,financial management reform within the enterprise has become imperative.The China Railway 18th Bureau will promote the rapid development of the company by establishing a financial sharing model to reduce internal related costs,regulate possible risks,and improve the specific operational efficiency of the enterprise.This paper firstly puts forward the theoretical basis and successful cases of financial sharing mode,and points out that financial sharing mode is practicable.Then,it directly points out the problems of the traditional financial management mode of China railway 18th bureau group and the specific aspects that need to be improved to further verify the necessity of implementing the financial sharing mode of China railway 18th bureau group.At the same time,it introduces its platform construction,which is divided into four parts:strategic goal,organizational framework,process design and specific process.And is in the form of a questionnaire within the current financial management efficiency of the sharing mode of the TieShiBaJu goods,industry integration,risk management,process reengineering four aspects to investigate,research on the results of analysis showed that its implementation after sharing center can effectively reduce operating costs,improve service quality and efficiency,improve the level of management decision making,and to strengthen the cost management,help to implement the comprehensive budget management.In addition,this paper also analyzes its financial,management and operational risks.Finally,specific improvement measures are proposed for the existing difficulties:to increase the training of relevant professional and technical personnel,pay more attention to the comprehensive control of costs,integrate business data,innovate organizational management,establish project risk management institutions,and focus on the processing efficiency of business processes.The domestic infrastructure industry represented by China railway 18th bureau has established a relatively mature financial model of sharing center,which has had a far-reaching influence on the management model of infrastructure enterprises since its establishment.Under the current policy guidance of”One Belt And One Road",a group of central enterprises represented by China railway 18th bureau are implementing the "overseas priority strategy",which has reached the forefront of The Times.This requires us to summarize the development of the financial sharing center of 18th bureau,so as to promote the advantages and avoid the disadvantages,and help the enterprise management upgrade.
