Application Of PPP Mode In The Construction Of Smart City

With the rapid development of science and technology,the pace of global urbanization is accelerating.However,the rapid economic expansion of the city brings huge economic benefits and social benefits,but also leads to a series of “urban diseases” such as traffic congestion,environmental pollution,and ecological destruction,which seriously restricts the quality of urbanization.In order to solve the above problems,most countries and regions have begun to attempt to build smart cities characterized by informationization,innovation-driven,green development,and interconnection.The concept of "Smart City" was first proposed in the report of the Chinese government in 2009.The number of pilot cities for three batches of smart cities announced from 2013 to2015 has reached 290.Due to the large number of people's livelihood systems involved and the wide range of coverage,there is a huge demand for capital for smart city construction.However,for most cities,the pressure on local government debt is huge and the financial resources available for the construction of smart cities are limited.The traditional model of government-funded smart city construction is obviously very limited,and the full use of the power of social capital has become an inevitable way.Compared with the traditional construction model,financing under the PPP model is more often done by the private sector,which reduces the pressure on government departments to increase budgets and expand debts,effectively resolve local government debt risks,and at the same time,the private sector can become more autonomous.Participate in the design,construction and operation of related projects,give full play to their own technical and management advantages,and realize full-process risk management and control while greatly enhancing operational efficiency.The huge advantages of the PPP model in terms of capital and efficiency will undoubtedly play a significant role in accelerating the landing of smart cities in China.The enthusiasm of the provinces and cities for using PPP to build smart cities is also rising.However,in the specific practice,although there are some successful precedents,on the whole,the PPP model in the practice of smart city construction is still very prominent.In this context,the article carefully analyzed the necessity and feasibility of combining the PPP model with the construction of a smart city,and refined the implementation points of the PPP model applied to the construction of a smart city.Taking the smart city construction of Yangxin County as an example,the detailed analysis The specific application of the PPP model in the construction of smart cities draws on its successful experience.It is hoped that the PPP potential will be further explored in the follow-up and it will provide reference for the construction of smart cities.
