Study On The Construction Model Of Smart City

The construction of Smart City is in the ascendant. Characterized by high technique and innovation, the construction of Smart City has become the competition point among global cities. As has shown from Statistics, more than200countries are planning to create a smart city, and many large cities in China regarding the Smart City as a key developmental direction; what’s more, some other cities also listing the construction of Smart City in their local "Twelfth Five-Year plan". In the year2013, the Building Department announced two batches of pilot projects of193Smart Cities. Clearly, the current trend of urban development is the construction of smart city.However, it can be said that there is no mature precedent for the construction of Smart City to learn mature experience from as it is a new field. This paper, which takes the methods of example analysis, literature researches, and the way of combining practice and theory, firstly looks into the concept, hierarchical structure, the basic characteristics, the level architecture, the technological system, and the application-function of Smart City; then analyzes the operational environment of the Smart City. Finally, the author tries to summarize the five constructional and operational modes by taking the example of City Hefei in an attempt to carry out an empirical study on the selection of the operational mode for smart city construction.Firstly, this paper expounds the definition and summarization on Smart City by the experts and scholars in the field and introduces the development of smart cities at home and abroad. It can be concluded that Smart City is an urban form of city that is beneficial to all people and a urban form of city that is stuffed with intellectual technology and can keep a sustainable development. The level architecture, the technological system, and the application-function of Smart City are summarized as well.Secondly, this paper analyzes the operational environment of the construction of Smart City and summarizes models for building Smart Cities. The author reckons that the construction of smart city is in harmonious relationship with the then political, economic, social and technical environments. Furthermore, explanations of five modes of Smart Cities are described and advantages and disadvantages are also analyzed.Finally, this paper analyzes the basis of the construction of Smart City of Hefei and makes an expectation of the constructional objectives of Hefei. Currently, the construction of Hefei is still in a fledging period and it will inevitably accelerate its speed in becoming a comprehensive construction of Hefei. Based on the summarization of the five modes of the construction of Smart City, this paper put up forwards several suggestions for the selection of the modes for Hefei. The innovation of technology based on the cooperation of government and services providers should be strengthened, and based on the special characteristics of Hefei, the government should exert its function of regulation and supervision. What’s more, servicer providers should make use of their advantages to implement the construction of Smart City.
