Application Research Of PPP Mode Of Smart City Project

With the development of urbanization,traffic congestion,environment pollution,shortage of resources,public security,urban problem is increasingly serious.People's pursuit of a better life has become more and more urgent,meanwhile the Smart City becomes the direction of future city with its energy saving,high efficiency,environmental protection and other features.However,the Smart City is a large and complex new things,despite the introduction of the national support policies,its development,construction and operation still faces many problems.With the increase of the domestic economy downward pressure,relying solely on government support is obviously not enough.PPP model that can make up for the lack of financial funds at the same time can also improve the project operational efficiency and quality of service fully integrated the advantages of cooperation between the public and private which can provide a new path for the project development,construction and operation of the emerging field of the Smart City.On the basis of summarizing the concept and characteristics of the Smart City,this paper analyzes the construction project and the construction subject in detail,and puts forward the PPP model of the Smart City project—"2+N" mode,and finally uses the evolutionary game theory to verify.Firstly,on the basis of analyzing the documents,this papert gets the concept and feature of the Smart City.Then,the author gets the Smart City is the inevitable choice of future city according to the garden city,ecological city,sponge city and other city concept.However,its development,construction and operation still face many problems,such as shortage of funds,lack of technology,backward management,unsound mechanism and so on,which needs the PPP mode to solve such problems urgently.Secondly,the paper argues that the Smart City construction project includes the wisdom of the government,people,community,industry,infrastructure and public services etc,whose construction subjects involve the government,social capital and city residents because of which.It establishes the Smart City construction project PPP model"2+N" model of the Smart City construction project PPP model,including the basic mechanism,the participants,the cooperation mechanism and the operation process.Finally,it verifies the "2+N" model of the smart city project through the evolutionary game theory,then analyzes the evolution trend and influencing factors of the behavior of building the Smart City through the public and private,and examines the influence of each parameter on the cooperative behavior between the public and the private through the experiment of the numerical simulation on the game model with the Matlab.On the basis of which,it puts forwards some relevant suggestions and countermeasures for applying the PPP model in the Smart City project construction.
