Study On The Construction And Countermeasure Of "Smart City" In Nan ’an District Of Chongqing

With the rapid development of urbanization, the subsequent “urban disease”such as the expansion of population, traffic jam, environmental deterioration and unbalanced distribution of resources has brought huge challenge to the management of city. Meanwhile, the arrival of big-data era makes the human footprint become the collection of information to provide new technology and thinking method for the construction of “Smart City”. The Smart City becomes the new model of urban development. Once it is put forward, it sweeps across the world and becomes the important way to reform and create the social issues. China has issued a series of policy documents, regarding the smart city as a new urbanization strategy path, and created a good environment for the development of smart city. The study on the Smart city has rich theoretical and practical significance.Based on the organism combination of theory and practice, this paper starts from the basic conception,literature review,relevant theory and practical experience to deeply analyze the correlative changes of the six aspects in smart infrastructure,smart management, smart service, smart economy and smart people. Through the general situation and questionnaire survey on the construction of Smart City in Nan’ an district of Chongqing, it is found that the construction of Smart City of Chongqing is mainly pushed by the government. Besides,it has adopted a series of measures and obtained certain effect and performance such as boost the economic development,improve people’s livelihood and promote the intelligent level of government. However,according to the empirical study,in the current stage of Smart City construction,the assumption that “Smart City greatly changes the routine work of civil servants” is hard to set up. The construction of Smart Government and the function of leading the development of Smart City are remains to further play. The influence of Smart City on the service of government is limited and the current promotion of government to Smart City is limited to the local change under the structure and system that have been used. And the local change is based on the promotion of development of Smart City. During the development process of Smart City of Smart Industry,the force of market should be strengthened. To some extent, it is assumed that under the guidance of Smart City,the role of government has changed and its allocation of function has further strengthened “public service” and “planning guidance” which have been improved certainly. However,there is still some problems like the information isolation, incomplete facilities for people service and information safety. Therefore,the construction of “Smart City” in the reality of China needs the guidance of “Smart Government”firstly.So,aimed at the complexity of Smart City and restraining factor, for the top design, it should establish the overall layout of “five-in-one” which are political construction, economic construction, social construction, cultural construction and ecological civilization construction based on scientific city development theory. With the prominent problem of urban development as the breakthrough and based on the reality of city,it strengthens the unique advantages of urban location and designs the overall structure of Smart City starting from the global perspective. Only with a series of systematical construction could establish the government organization system reform or the reversed transmission of the pressure for easing monetary condition of bigger reform leading from Smart City.
