In recent years,the reform of the government system has continued to deepen and develop in China.Performance management,as a powerful means of innovative government management,has also received extensive attention.As an important economic management department and the tax law enforcement department,Tax authorities carrying out performance management in an all-round way is not only an urgent requirement for the transformation of the tax authorities,but also the internal needs of the large pattern of social and economic development.However,due to the lack of systematic theoretical guidance,the performance management implemented by the tax authorities can't achieve the desired results.Therefore,in order to improve the efficiency and administrative efficiency of the tax authorities,especially the grass-roots state tax authorities,and to achieve the strategic goal of the tax modernization,a set of scientific and complete performance management system is urgently needed.By using the methods of literature analysis,theoretical analysis and empirical analysis,this paper takes the actual situation of the performance management of the grass-roots national tax authorities in Xilinguole Meng as the research object,and discusses the present situation of the implementation of performance management in the basic level state tax authorities from the aspects of the formulation,operation and results application of the current performance management system.In the performance management work of Xilinguole Meng grass-roots state tax authorities,it is analyzed that there are various goals and responsibilities in the performance management work,which can not focus on the focus,the unreasonable design of performance evaluation indicators,the poor performance appraisal and the low enthusiasm of the tax officers on performance management.In view of the problems existing in the implementation of performance management in the grass-roots state tax authorities,this paper puts forward some countermeasures and suggestions to create a good performance atmosphere,optimize the performance management system,design the key performance indicators,establish and improve the external evaluation system and improve the application of performance results,so as to realize a virtuous cycle of performance management.Explore a set of scientific and perfect performance management improvement plans that meet the actual situation and development requirements of grass-roots tax organs.
