Human resources and natural resources is the source of wealth of society, human resources in the creation of wealth of society plays a decisive role. With the development of social economy, more and more people realize that the human is a kind of resources, is the creation of wealth of society is required, therefore, the work of human resource management more and more enterprises attach great importance to, and become the core of enterprise operation. How to make the performance evaluation to help enterprises to improve the overall efficiency of enterprises, to promote enterprise development management tool, has become the enterprise operators and managers eager to target. In our country, because civilian battalion enterprise performance management foundation is weak, senior managers in enterprises professional quality is not high, the enterprises to establish a preliminary performance evaluation system can play a role in the little, the performance appraisal is a kind of pure after the event appraisal behavior and simple evaluation of staff performance tools, not to a strategic height to help enterprises, therefore, based on the enterprise strategy performance evaluation system has become a pressing matter of the moment at present performance management research.Performance appraisal is the important part of human resources management, enterprise how to design their performance appraisal system, the maximum to stimulate the staffs enthusiasm, initiative, improve employee satisfaction, make the enterprise to obtain the competitive advantage of human resource management, is the enterprise human resources management core link. This research is divided into six chapters, respectively from the research background and the significance, relevant theories of performance appraisal, HW company basic level employee performance appraisal system of HW company current situation, basic level employee performance appraisal system optimization design, HW company basic level employee performance appraisal system optimization and implementation of the measures and the conclusion and outlook six most research.The research on performance appraisal theory as the instruction, through the case of HW, the basic performance evaluation system are analyzed, and the company of basic level staff performance appraisal system optimization design is carried out, finally summed up the following measures must be taken so that the design of HW company of basic level employee performance appraisal system to implement:make perfect performance appraisal system, guarantee the performance appraisal standard implementation, strengthen assessment and the assessment to be propaganda and training, to develop detailed performance plan, in the implementation of continuous improvement and improvement, pay attention to the evaluation of the results of the feedback and interviews, in the management of the use of the appraisal results of six measures. Performance appraisal system in HW company to apply, for the same industry reference also has important significance for the same industry, to basic level employee effective performance evaluation is provided having to create value for exploration, China’s private enterprises to promote the healthy, harmonious, high quality and efficient development, improve enterprise performance and other areas have a certain guidance and practical significance.
