With the continuous improvement of the public's expectation of the administrative department,the tax system has carried out the performance management in an all-round way,in order to continuously improve the internal evaluation system and meet the overall needs of the taxpayers.In 2014,the State Administration of Taxation implemented a top-down performance appraisal system across the country to improve tax revenue.However,along with the continuous development of new tax forms such as business transformation and increase,there are still some problems and difficulties in implementing the performance management practice at the grass-roots level.Therefore,it is particularly necessary to discuss the performance management of the tax department at this stage.By means of literature review,case analysis and field visits,the paper analyzes the performance management of B District in A city.The article analyzes the obvious achievements in the performance management of A city B district since the implementation of performance management: the work efficiency is improved,the tax service ability is gradually strengthened,the spirit features have been improved and the personnel quality is improved.Get the promotion.At the same time,it also puts forward some problems that still exist in the implementation of the performance management process,such as lack of awareness of the identity of the master,imperfect indicators,unsound assessment methods,lack of results and lack of communication with the external door.Through the analysis,the main causes are summarized as follows: the lack of integration of strategic goals and individual development,lack of flexibility and objectivity of the index system,the lack of part of the performance management program,the application of assessment results to the form,and the difficult access to external door information.In view of the existing problems,combined with the advanced performance management experience of domestic and foreign tax systems and the actual situation of the work of the grass-roots state tax authorities,the article puts forwardsome countermeasures such as the integration of organizational strategic objectives with the depth of individual development,the rational setting of index system,the combination of process control and result control,and the improvement of the application of fruit and fruit.At the same time,combined with the two aspects of performance management in the grass-roots tax system to promote the reasonable suggestions were put forward from the "Internet plus" information construction,performance culture and tax culture.The aim is to put forward a more optimized way and path for the performance management of the basic tax organs at the basic level,so as to solve the problem of performance management at the grass-roots tax organs.
