| As the rapidly process of urban-rural social and economic development of our country,the reform of rural collective construction land transaction has become the inevitable demand and trends.Land as a scarce resource,whether it can get reasonable configuration are important factors affecting the process of economic and social development.At present the trend of collective construction land market transaction has been widely accepted and,rural collective construction land will become an important part of construction land in our country,and the followed problem is to evaluate and regulate the collective construction land transaction price.Existing researches on the influencing factor of the urban land price has been relatively mature,and the evaluation system and market for the urban land has been sophisticated,but on the question of the price of rural collective construction land is not enough in-depth,especially the quantitative analysis.it is necessary to further research in this aspect,so as to promote the establishment of policies and systems.To solve this problem,this paper uses the method of theoretical analysis and empirical analysis from two aspects of theory and practice to study the influence factors of collective construction land transaction price.First of all,review the different schools of economists in the history of the land price theory,property right theory and location theory,offering theoretical support for the later theory and the empirical analysis.Secondly,land price influence factors can be divided into macro and micro two types,qualitative analysis will be presented from the perspective of theory.Followed by a trading platform based on network of 516 samples of empirical analysis,samples from 463 villages,96 sites across the country.Given the statistical information such as location,surrounding facilities,and warrants.8 variables were selected that may affect the prices to establish a semilog Hedonic pricing model.The regression results show that the policies,infrastructure,public facilities,flourishing degree,traffic condition and the land price of nearby cities and towns,has a more significant effect on price of collective construction land,and the effect of registration approval is not significant.Specifically,infrastructure and public facilities increase by every 1%,collective construction land prices increased by 75.6%and 79.3% respectively.Urban land prices,road degree,road amount increase by every1%,collective construction land price respectively increased by 22.7%,24.4%,38.5%.The distance of collective construction land and the nearest town reduced by each 1%,the price of the collective construction land increased by 15.1%.Where there has policy support,the collective construction land price will be 55.5% higher than that of other regions.Finally,according to the research above,policy suggestions and prospects will be concluded that,first,improving the system of registration approval is the prerequisite of regulating the transaction of collective construction land market,a corresponding system of registration approval should be gradually set up,and trading information should be open and transparent,thus providing institutional guarantee for the collective construction land transaction.Secondly,we should make full use of market mechanism in the regulating role in the collective construction land transaction market,adopting the reasonable way of transaction,and building a complete transaction service system.Thirdly,the government should consult the state-owned construction land to constitute a system of datum land price of collective construction land as soon as possible to provide the basis for collective construction land trading.Fourthly,to adopt more liberal polices on rural housing land,on the basis of "separation of division",to establish reasonable exit mechanism and farmers' security system.Fifth,improve the income distribution mechanism,deal with the interests among government,collective and farmers,guarantee the rights and interests of farmers and definite the government responsibility. |
