In 2013,the central government proposed to allow "collectively operated construction land"(hereinafter referred to as "collective land")to enter the market on the same basis as state-owned land,which took a key step towards realizing the reform goal of "urban-rural integrated construction land market",and will greatly alleviate the drawbacks of unfair distribution of land value-added income caused by problems such as urban-rural dual division and imperfect market mechanism.Especially with the rapid advancement of urbanization and industrialization,especially in the process of entering the market of "land collection",the unfair distribution of value-added income and the imbalance of interest relations between subjects have caused serious social and economic problems.At the same time,the market phenomenon of spontaneous matching and gray trading has also begun to appear between the demand and supply of construction land,which has created new conflicts of interest and social conflicts when reshaping the interest relationship between relevant subjects.At this time,how to focus on the distribution of land value-added income and solve the phenomenon of income distribution of "not suffering from the few,but suffering from inequality" has become a key issue in the current land system reform.Based on the contradictions such as the binary division of urban and rural land,the unfair distribution of land value-added income,and the imbalance of interest relations between subjects,this study sorts out the reform progress of "collective operation construction land" and the current situation of land value-added income distribution in different pilot areas,and is committed to exploring the formation,distribution mechanism and distribution ratio of value-added income of "collective operation construction land",in order to make a reasonable and effective contribution to the market value-added income of "collective operation construction land".Equitable distribution provides suggestions for countermeasures,as follows:This paper first discusses the definition of the end of the "land catching" and the land of the end of the line,and starts with the land used by township enterprises according to its historical root,distinguishing two different concepts of location,gathering land and landing into the market,pointing out that the "land collection" studied in this paper is not limited to the stock land,but also includes increasing the degree of use.In addition,the relationship between land income and land gain is clarified,which lays a foundation for the reasonable increase and allocation ratio measured in this paper.In addition,it is necessary for the "land collection" to enter the market,in which the increase in money and income increases the ration of it is the key point of its market entry reform.Under the background of the four new eras of rural revitalization,credit expansion,new benefit distribution,and new-type urbanization,we are committed to exploring the government,collective,and individual distribution methods of government,collective,and individual distribution among different subjects in each pilot place,and summarize them,in order to provide research ideas for this paper to discuss the distribution mechanism of land value-added income.Secondly,this article first explores the reasons for land appreciation and land to increase the value of land from the perspective of "reality",and then pointed out how the value-added income of the market in the market is formed from different circulation.On this basis,specific allocation ideas such as value-added income distribution should be followed,the distribution relationship and distribution method between different subjects,and other specific allocation ideas,in order to eliminate the disadvantages of the imbalance between the dual division of urban and rural areas and the imbalance between the interests between the subject.On this basis,based on the reform goals of "protecting farmers’ land rights and interests",this article,under the premise of proposing a series of assumptions,builds a game model that is bargained with local governments by establishing village collectives and local governments.There is only the only child game Nash balance,and in the case of considering the "discount factor" of the two parties and the ability to affected the bargaining ability of the game,calculate the theoretical proportion of the subjects participating in the value-added income distribution.The three-dimensional space map of the Village Village’s collective system,improving the tax system,defining land levy scope,shaping equal entry into the market A series of reform measures such as market objects that define homogeneous rights,market space optimizing urban and rural linkages,and building a unified market mechanism for urban and rural areas to realize the reasonable allocation of farmers’ land rights and interests,and prevent land value-added
