With the continuous development of industrialization and urbanization,China’s urbanization has entered a stage of rapid development,and the biggest problem restricting development is the supply of land elements.Rural collective construction land use extensively and the per capita area is larger.To a certain extent,the marketing of collective land can promote the development of urbanization and the overall balance of urban and rural construction land,making the construction land to be used maximum.The Third Plenary Session of the Eighth Central Committee of the Communist Party of China made it clear that the transfer of rural collective commercial construction land was allowed to be transferred to the market with the same right and price as the state-owned land,which indicated a new reform direction for the rural collective construction land transfer.February 25,2015,the NPC Standing Committee intends to authorize the State Council to carry out land reform pilot in Beijing Daxing District an other 33 pilot counties(cities,districts)administrative areas,which marks the agricultural land market has opened ice breaking trip.If rural collective commercial construction land transfer to the market,income distribution is an important part because of it related to the redistribution of interests,collective assets without loss and the"reasonable improvement of individual income"in"Decision".The study on income distribution of rural collective commercial construction land can provide theoretical reference for the pilot work and the introduction of the relevant rules in the future.Therefore,this article selects the pilot areas of the three northeastern provinces as the study area,namely,Anda City,Heilongjiang Province,Jiutai District,Jilin Province,Haicheng City,Liaoning Province.This paper takes land property right paper,land rent theory,land development right theory and Game theory as the theoretical basis,and studies the subject and proportion of income distribution by literature collection,discussion interview,questionnaire and model analysis.The study on proportion of income distribution,theoretically,construct income distribution model from two aspects of Game theory Shapley value and the development right and calculate the proportion of income distribution.In the study area practice,collect the income distribution methods in study area and investigate the income distribution subject about income distribution satisfaction,and finally sum up the proportion of income distribution in the study area.Do comparative analysis of the theoretical result and practical result and determine the proportion of income distribution of rural collective commercial construction land in this study.In this study,to determine the subject of income distribution of rural collective commercial construction land is the county government,village committee and farmers.The study on proportion of income distribution,theoretically,the proportion of income distribution based on Game theory Shapley value is 26.16%of the county government,41.42%of the village committee and 32.42%of the farmers;The proportion of income distribution based on the development right theory is 24.04%of the county government,35.71%of the village committee and 40.25%of the farmers.In the study area practice,the proportion of income distribution in Haicheng is 30%of the county government,14%of the village committee and 56%of the farmers;The proportion of income distribution in Jiutai is 50%of the county government,25%of the village committee and 25%of the farmers;The proportion of income distribution in Anda is 20%of the county government,40%of the village committee and 40%of the farmers.In the theoretical value of the main,combined with the results of practice and satisfaction about income distribution,after adjusting the theoretical value,determine the proportion of income distribution of rural collective construction land is 20%-25%of the county government,30%-35%of the village committee and 40%-45%of the farmers. |
