The core idea of competency-based personnel recruitment is to formulate the recruitment requirements according to the competency characteristics of employees who perform well in the post,so as to select the most suitable talents and form a scientific standard for performance evaluation.The staff recruitment based on the competency model can help the library find librarians with core characteristics,which can not only reduce the probability and risk of recruitment omission,but also reduce the burden and expense of staff training after entry.In addition,the selection and recruitment of personnel using the competency model not only focus on knowledge and skills,but also pay more attention to the investigation of implicit characteristics,such as personality traits and motivation,which have higher discriminability.Moreover,these qualities are difficult to train and improve,and have the most economic value of selection.In this case,this paper first introduces the emergence of the topic and put forward the starting point and research results at the current stage,and points out the purpose and innovation points that this paper hopes to achieve through its own research;Secondly,relevant concepts and theories of competency and human resource recruitment are introduced,including analysis of core concepts and relevant theories.Then,on the basis of summarizing the situation of HB public library,the various problems exposed by HB library staff at the present stage are deeply analyzed and the reasons are analyzed.Fourth,the feasibility and necessity of applying competency to solve the problem of optimizing the recruitment of public institutions and other public sectors is discussed in depth,so as to provide reliable support for the subsequent research on the recruitment of public libraries based on competency.Furthermore,based on the actual situation of HB library's recruitment,a competency model of HB public library staff recruitment is established by means of interview,survey and other methods,and the meanings and requirements of various elements in the model are specifically explained.Recruitment system optimization goal at the end of the paper combining with the library and recruitment competency model put forward the countermeasures of further optimization HB public library recruitment system,including: training system based on competency characteristics of recruiters,based on competency characteristics optimization librarian team structure,perfect the staff appraisal system based on competency characteristics,increase recruitment methods and channels,science librarians need to predict the future based on competency characteristics,preparation of strategic human resource planning,based on competency features clear internal competition standard,standardize the making process and effect of recruitment based on competency characteristics summary of evaluation.Through the study of this article,on the one hand,want to be able to optimize HB library system of recruitment,arouse the enthusiasm of staff,and strengthen the staff career planning idea,on the other hand also hopes to strengthen competency model application in the public sector to explore,eventually to promote the steady development of the library and public library cause in our country,enhance the level of employee recruitment,to enhance the level of public library human resource management to provide certain reference.
