Research And Implementation Of Provincial Public Credit Information Platform Construction

Chinese social economy has been developed greatly,and the market economy system has been being perfected day by day with a sustained and rapid growth.However,there are still many disharmonious phenomena caused by the lack of integrity.Every year,Chinese enterprises lose more than 600 billion yuan in total due to the lack of integrity.These social behaviors of losing credibility cause great damage to the social economic order and negative impact on the healthy operation of the market economy.Therefore,the construction of credit information platform determines that the construction of social credit system can achieve practical results and become an important way and foundation to promote other works.This paper analyzes the present situation in the construction of social credit systems domestic and abroad.Then based on the author's experience of participating in provincial public credit information platform project construction,the paper mainly focus on the platform construction goal,construction mode,the overall design of study,analyzing existing problems in the construction of the platform,and putting forward countermeasures in view of the problem.According to the construction mode of domestic credit information platform and the local present situation,the author chooses the mode suitable for the construction of local platform,and innovatively puts forward the classification of public credit information,as well as the methods of joint execution,feedback,analysis and evaluation of rewards and punishments.In the platform design process,the existing information infrastructure conditions are well considered.And the realization of the main applications and application supports are discussed in aspects such as demand analysis,overall frame designing,data frame platform,function framework and technology.The credit data storage is calculated,and the data storage and backup system is designed.Moreover,the feasibilities of the platform design is tested for functionality,performance,safety and reliability.This paper fully demonstrates that only by establishing a public credit information platform can credit information resources scattered in the business systems of various departments be integrated.In this method the ‘information island' could be solved,and the comprehensive sharing of credit information,and expanding the application of various credit information can be achieved.
