"Credit" of social life and economic activities is very important. With law andethics as its basis, credit infrastructure as its core, social credit system is an effectivesocial mechanism; by means of recording, disclosing, distributing, and early warningthe dishonest behavior, it praises honesty and trustworthiness, punishes dishonestbehavior, increases cost of dishonesty, and maintains and promotes the healthydevelopment of society and economics. The foundation of establishing a social creditsystem is to build up the "credit investigation mechanisms", which serve for sociallife, market economy and government regulators at the same time.In this paper, using the most critical, active and influential enterprise creditinvestigation mechanisms as example, we elaborates in detail the requirements,software design ideas and implementation of key technologies of the "EnterpriseCredit Information Database" and "the Credit Web" project. The main difficulty ofthe project lies in the collection, integration and disclosure of information, due to theuneven development of enterprise credit information systems and the lack of unitedtechnical standards. In the implementation of key technologies, by using databaselink (DB Link), UTL_FILE advanced package and JOB technique, we managed tocollect online e-government information and manually transmitted information, andeliminate information silos; by using a unified information coding and timestamptechnique, we achieved data integration; by using indexes, partition tables andmaterialized views, we carried out data sharing features, and provided for all useragents a safe, stable and reliable credit information service.Enterprise credit information database and the Credit Web is now open. Thebasic database collected information from dozens of government duty officesincluding the Administration Bureau for Industry and Commerce, the Bureau ofQuality and Technical Supervision, the Local Taxation Bureau, the State TaxationBureau, the Health Department, the Civic Department, Customs, the BankingRegulatory Bureau, the Securities Regulatory Bureau and the Insurance RegulatoryBureau, covered the credit information of nearly three million companies andindividual businesses; it has provided credit information inquiries for more than five hundred thousand ti mes, and has made a s ound practical effects.
