With the development of economy, credit plays an important role in our social life. At present, the monopoly of telecom operators has been broken and the competition between them is becoming more and more intensive. The reconstruction of the telecom industry is constantly driven and carried out under the guidance of the state policy. The competition is bound to cause a certain loss of the enterprises and the loss can also lead to the decline of service quality. Under the special circumstances, it’s necessary to improve the customer credit assessment and telecom control system by the credit management of the customer to promote the competitiveness of enterprises and reduce malicious arrears. Therefore, the research of this system has the large market demand.Telephone traffic and incomes are key indicators to measure the operation situation. In order to improve the telephone traffic, we must enhance the customer experience and give a better service perception through differentiated service. The credit assessment and credit control system play an important role in the telecom market. The establishment of perfect and smooth credit assessment system can guarantee the safety of telecom service、improve customers’ satisfaction and the market competitiveness of enterprises. My thesis is based on the investigation and analysis of China Mobile Sichuan Co.ltd Chengdu branch, it demonstrates the necessity and feasibility of developing customer credit assessment and credit control system..Firstly, through adopting the design concept 、 the new algorithm 、 multi-dimensional discriminant analysis and the divergent method, I can get the control of all the users. Along with the research, the method can obtain the better accuracy. We can understand the basic consumption and payment of the users through the data exchange between the various users. The broad credit control includes marketing promotion for customers, customers’ communication revenue and payment, etc. Credit assessment and control system need to have statistical accounts, credit model establishment, credit assessment and credit upgrades and other functions.Secondly, I design the main parts of the system in my paper and get principles and implementation methods. According to different functions, the system is divided into different modules, so we can achieve the function of each part on different development methods. Finally, we can test the performance of the system and finish the whole research from the business support of China Mobile Sichuan Co.ltd Chengdu branch.This research has improved the credit assessment and credit control accuracy of Chengdu Mobile, it also adds the credit tracking rating, reduces the number of malicious arrears, improves the controllability of customers. Meanwhile, it enhances customers’ satisfaction, this is good for the unification and standardization of telecom industry and makes certain contribution for upgrading credit management in telecom industry.
