Under the political background and excellent situation of the country's comprehensive construction of the public cultural service system and vigorous promotion of the great development and prosperity of socialist culture,China's public library industry has developed rapidly.Due to the limited number of institutions,many public libraries solve the shortage of personnel through labor dispatch.However,with the rapid development of the domestic labor dispatch industry,public libraries have also encountered many problems while enjoying the convenience of labor dispatching,which has seriously affected the sustainable development of public libraries.Firstly,this paper introduces the background and significance of the research on the issue of labor dispatch in public libraries,and combs,summarizes and reviews the research status of the subject of labor dispatch at home and abroad.The author finds that most of the studies on labor dispatch management at home and abroad are from the perspective of enterprises,and the public libraries are seldom taken as the research objects,and the research results are even more limited.Based on this situation,the author defines the concepts of public libraries and labor dispatch,and explores the hierarchy of demand theory and two-factor theory needed by the research.Then using the methods of questionnaire survey and in-depth interview,taking X library's labor dispatch staff as the object of investigation,the main problems of X library's labor dispatch management are analyzed as follows: low salary,high mobility,imperfect training mechanism,unsmooth development channels,weak sense of belonging,low level of service and so on.Then the causes of the problems are analyzed from three perspectives: labor dispatching units,employing units and dispatched employees.Finally,the paper puts forward some countermeasures and suggestions to improve the management of labor dispatch in public libraries.Specifically,we should strive for funds to improve the salary and treatment of dispatched staff;enrich training content and means to enhance pertinence and professionalism;expand the development space of dispatched staff,establish a reasonable mechanism for talent flow;implement humanistic management to enhance the sense of belonging of dispatched staff.The paper aims to solve the problems of labor dispatch management in X library and the and provide reference for other publiclibraries to solve similar problems.
