In the early 1980 s,labor dispatch emerged as a new type of labor relationship in China.However,the phenomenon of abuse and irregularity of labor dispatch is becoming more and more serious,which has a great negative impact on the conventional employment mode and social equity in the labor field.With the continuous development of higher education,the job demand of colleges and universities is increasing gradually.Especially in the public colleges and universities,the traditional staffing has been unable to meet their demand for talents,in order to save manpower costs,more and more public colleges and universities recruit labor dispatch staff in large numbers,but labor dispatch still brings various problems.One of the most prominent representative problems is the dispatched staff turnover.This paper mainly carries out semi-structured interviews with the labor dispatched staff(nearly three years)and a small number of officially in-service staff in H University libraries,and carries out a simple questionnaire survey on the labor dispatched staff of on-the-job and off-the-job to grasp their basic situation.It adopts a survey research method that combines qualitative and quantitative methods,mainly based on interviews and supplemented by questionnaires,and divides them into three aspects: social factors,organizational factors and personal factors.Based on the analysis of the reasons for the labor dispatched staff turnover,combining with the actual situation of H University library,this paper puts forward effective strategies to deal with the dispatched staff turnover from the social aspect?organizational aspect and personal aspect.The research focus of this paper is divided into three parts.The first part is the analysis of the current situation of labor dispatched staff turnover in H university library,the second part is the analysis of the reasons for the labor dispatched staff turnover in H university library,and finally puts forward effective feasible countermeasures against the problem of the labor dispatched staff turnover in H university library.The innovation of the paper is to put the staff turnover,labor dispatch,and combine the university library.By case study,this paper presents the specific reasons for the labor dispatched staff turnover of H university library,provides concrete and feasible countermeasures for the management of the labor dispatched staff in H university library,improves and optimizes the human resources management of H university library,and at the same time,it can also provide reference for other university libraries and public libraries on similar issues.
