A Study On Research Data Management Service Of Library Oriented To The Construction Of First-class University

Data resource are the strategic resource to support national scientific and technological innovation,economic and social development and national security.The first-class research data management service construction is the mission-critical to realize the maximum value of data,to promote the development of open science and data science,to help the transformation and development of university library and the construction of first-class university and other cutting-edge issues,which has been highly valued by many international organizations,countries and research and education institutions.From the implementation of “The Scientific Data Management Rules” and “The Beijing Declaration on Research Data”,China began to pay more and more attention to the value of data and the importance of research data management service.Research data management and sharing work is in the standardized development stage under the unified management.However,there are still some deficiencies in the development of research data management service in China's library that oriented to the construction of first-class university,which need to be strengthened in the construction of the aspects on research data management and service policy,connotation,mode,staff,evaluation and supervision,etc.In view of the fact that the existing research is less to face the needs of the construction of first-class university,and it is rarely involved in the improvement of the service policy and the construction on the service system of the library research data management oriented to the structure of first-class university,the rights and responsibilities of the stakeholders,the power and division of service,the reconstruction of the service process from the perspective of the data life cycle,the reconstruction of the service pattern from a twodimensional perspective on the combination of data life cycle and stakeholders.It fails to realize the significance of the first-class research data management service in the transformation and development of the library and the construction of the first-class university.Therefore,it is of great theoretical and practical significance to sort out the academic history of practice,experience and related research at China and abroad in time.Based on the theories of data science and information resource management,information evolution theory,data life cycle and stakeholder theory,this research adopts the methods of literature research,content analysis,investigation and comparative research,and selects 42 "Double First-class" university and 30 world-class university libraries which representing the development level of first-class research data management service of university library at China and abroad as samples,aiming at the research data management service vision,policy,content,form,personnel,training and supervision,etc.,to explore the characteristics,advantages and problems on the construction of research data management service at first-class university library in domestic and foreign from multiple dimensions.On this basis,this paper puts forward the renovation path of library research data management service that oriented to the construction of first-class university from the twodimensional perspective,which including: Firstly,from the macroscopic policy and strategic layout,we should formulate and improve the first-class research data management service policy that related to multiple stakeholders and covering the whole data life cycle.On the one hand,it is the standardization and normalization policy to ensure service quality;on the other hand,it is the management and service driven policy to enable the management and service process.Secondly,from the perspective of the medium level,we should look forward to the construction path on the first-class research data management service from the perspective of the two-dimensional perspective,that is to adjust and improve the division of management and service based on "responsibility and motivation";to integrate and reconstruct the service process driven by "humanity and technology";to organize and reshape the service pattern guided by "demand and innovation".Thirdly,from the micro level,the first-class research data management service system under the two-dimensional perspective is constructed and realized as a whole,which is with the emphasis on enriching service content,paying attention to service training and cognitive publicity;expanding service channel,strengthening the research and development application of technical and tools;integrating service team,broadening the breadth and depth of embedded service;strengthening service supervision,promoting the specification of service quality evaluation and improving service efficiency.According to this,it will lead the construction and development on research data management service of university library in China to a scientific and first-class systematic road,so as to respond to the strategic requirements of "Double First-class".
