Operation Mechanism Exploration Of County-level Converged Media Center

2019 is the first year of 5G,and it is also the year when the county-level converged media center is popularized.In 2020,China will accelerate the construction of 5G and promote the research and innovation of technology clusters such as artificial intelligence,big data,and machine algorithms.At the same time,the end of 2020 will also complete the coverage of the construction of the county-level converged media center.The advancement of technology is constantly changing the way people transmit and receive information,and it is also forming a brand new information ecology.The significance of building a county-level converged media center is to seize the main position of grassroots public opinion and to guide the public opinion of the grassroots information ecology under technology enpowerment.The central government proposed to build the county-level converged media center as a mainstream public opinion position,integrated service platform and community information hub.These three positionings show that the role of the county-level converged media center is no longer limited to news propaganda,but also Social information services based on news propaganda services.But at this stage,the county-level media are not up to the standard.After the initial physical integration,the construction of county-level converged media center has entered deep-water areas.The issue of personnel treatment cannot be resolved,social service interfaces cannot be connected,and the disparity of resources and responsibilities has caused problems that the construction of county-level converged media center is superficial at this stage.The root cause is the solidification of the operating mechanism.Under China's powerful government,these problems will be solved by building a reasonable operating mechanism.Based on the historical process of the construction of county-level media operation mechanism through investigation and literature analysis,this paper summarizes the four major problems in the construction of operation mechanism of the current county-level converged media center: weak awareness of subject responsibility,lack of talent guarantee,solidified operation mode,and insufficient resource supply.This paper proposed that these problems can be resolved through internal mechanism reforms and external mechanism guarantees.Internal reform is the key to optimizing the operation mechanism of the county-level converged media center.Through three aspects,we can actually solve the problems of county-level converged media center,such as lack of funds,lack of talents,backward process and so on.These three aspects mainly include reorganizing the organizational structure,optimizing the procurement,editing,and distribution processes;upgrading the operation method and innovating theexternal publicity mechanism;deepening the reform of the employment mechanism and creating core strengths.However,goal positioning and historical responsibility of the county-level financial media center indicate that its reform cannot be completed by the media alone.It needs to coordinate county resources and to protect the internal reform from the top-level design of the county.Therefore,this paper proposes that the supply of external resources is the guarantee for the operation mechanism of the county-level converged media center.By clarifying the main body of responsibility,strengthening the system construction;further improving financial support,providing social resources,and realizing social services.In view of the special nature of the media,it is necessary to carry out a moderate policy tilt to help deepen reform.At the same time,in the social media era of mobile internet,strengthening the media literacy of grass-roots cadres is also extremely important,allowing them to actively converge into the tide of media convergence and promote the transformation and upgrading of grassroots work.
