In the current era of the information society and the knowledge economy,the ways and means by which people create wealth and social welfare have shifted from repetitive productive activities to project development and project implementation activities.The process of project development and implementation is a complex,innovative and one-off process involving a variety of relationships and variables.Because there are many uncertainties in the whole process,there are also various risks in the entire process.If these risks are not effectively managed and controlled,the project will suffer varying degrees of loss.It can be said that the most important task in project management is to deal with uncertain and dangerous events.Due to its unique characteristics,communication pipeline engineering has many risks.With the rapid development of China's telecommunications industry,telecommunications operators provide many types and quality telecommunications services for more than 1 billion users.The establishment of a stable communications network is necessary.With the development of technology,the complexity of communication pipeline engineering is getting higher and higher,and risk management is becoming more and more important.According to statistics,about80 % of communications transmission pipeline projects can not be put into use and acceptance on time,affecting the company's image and causing serious losses to customers.Analysing the causes of these phenomena,it was found that there were not many failures due to technical problems.The main problems were due to poor management,lack of systematic project management ideas and methods,and weak understanding of risk management.Through the research on the risk analysis and management of communication pipeline engineering,it can help engineers and managers to adopt the correct methods and effective measures according to the plan,prevent the possible risks in the construction of communication pipeline engineering,avoid or reduce the risk losses,and ensure that the project is completed on time.At the same time,through the risk analysis and research,the risk management elements and key points are extracted from thecommunication transmission pipeline project,and the frequent risk problems and countermeasures in the communication transmission pipeline project are summarized.The early risk management investment will save a lot of funds for the daily operation of the operator.This paper uses case analysis,literature analysis,hierarchy analysis,theory and practice to study the risk management of communication transmission pipeline project,and takes SD's communication transmission line project as a case study,and analyzes the engineering practice data.Firstly,this paper summarizes the background and significance of the research,and the progress of the research at home and abroad.Then,on the basis of the risk management theory of the communication engineering project,it briefly introduces the communication engineering project and its risk factors.According to the risk factors and conditions of the communication pipeline project of SD company,a comprehensive risk management framework is constructed.Firstly,this paper defines the risks in the project of communication pipeline of SD company and puts forward the risk factors.Secondly,the risk of the communication pipeline project of SD company is analyzed and evaluated.Finally,according to the risk and evaluation results of the communication transmission pipeline project of SD company,the corresponding risk response plan is formulated.In order to achieve the purpose of SD's communication transmission pipeline project to identify and predict possible risks before implementation,the company's interests are avoided.
