Construction Of Evaluation Index System Of Literature Resources Guarantee In University Libraries From The Perspective Of The "Double First-Class" Plan

[Purpose] On the basis of fully referring to the research results of literature resources security evaluation at home and abroad and analyzing the "First-class University / Discipline Construction University Construction Plan" issued by 30 domestic universities,this paper constructs a set of scientific,reasonable,practical and feasible evaluation index system of literature resources guarantee in university libraries under the background of double first-class,and evaluates the implementation status and effect of literature resources construction in university libraries under the new background with high efficiency and pertinence.In order to better understand whether the development direction of literature resources construction meets the needs of first-class discipline construction,improve the allocation of literature information resources in the construction of "double first-class" construction universities,adjust and optimize the construction of literature resources in a targeted and timely manner,so as to provide practical and valuable references for improving the efficiency of literature information resources construction and readers' satisfaction rate.[Methods] This research uses a combination of quantitative and qualitative methods,and comprehensively uses the literature research method,website survey method,Delphi method and analytic hierarchy process.Based on the literature and comprehensive analysis of the "First-class University / Discipline Construction University Construction Plan",the basic indicators are drawn up,and the preliminary evaluation index system framework is constructed.Delphi expert consultation method is used to carry out two rounds of expert consultation.Experts are invited to grade the indicators at each level,and the indicators are screened by the boundary value method,in order to serve as the basis for selecting and determining the weights of the indicators.The analytic hierarchy process(AHP)is used to set the weights of the indexes at all levels.[Results] The research results are as follows:(1)In the first round of expert consultation,20 experts were selected to participate in the expert consultation.A total of 18 experts effectively replied to the questionnaire,with a positive coefficient of 90.0%.Among the experts who responded effectively,50% of them have worked for more than 20 years and hold the title of deputy senior or above.The mean value of experts' familiarity degree and authority coefficient was 0.86 and 0.87,respectively.The Kendall W coordination coefficient of the first-level index,the second-level index and the third-level index was 0.305,0.303 and 0.219,respectively.The second-round expert positive coefficient was 94.4%,and the Kendall W coordination coefficient was 0.479.(2)Through the first round of expert consultation,two second-level indicators such as "language structure" and "timeliness" and eleven third-level indicators were deleted from the preliminary 85 indicators,one second-level indicator was revised: “hierarchical structure” modification for the " language/ hierarchical structure",a three-level indicator: "does the system have a backup mechanism" is renamed to "provide archival or permanent use";add a third-level indicator: the proportion of the carrier.The literature resource security evaluation index system established includes six dimensions,including resource quality,resource hybrid/integration,resource guarantee,resource structure,resource utilization and resource co-construction and sharing,with 16 second-level indicators and 51 third-level indicators.(3)Calculate the weight value of each index in the three levels through the analytic hierarchy process.The weight values of the six first-level indicators were 0.2688,0.0787,0.2228,0.0927,0.1994 and 0.1376,respectively.The six indexes with large weight of secondary indexes are respectively "authority","digital resource","professionalism","fund guarantee","sharing method" and "sharing degree".[Conclusions] The research conclusions are as follows::(1)At present,China's higher education development has entered the first cycle of “double first-class” construction.In this new context,there is still little literature resource support index evaluation system based on “double first-class” perspective.(2)The construction of “double first-class” has been comprehensively promoted,and resource allocation has become the focus of attention.This study is based on the “double first-class” perspective,with “document resource guarantee” as the leading factor,and analyzes the connotation of various indicators from multiple dimensions.Therefore,the indicators are sorted,screened and modified to design the indicator structure.While paying attention to the selection of effective indicators,the relevant indicators of discipline construction are included in the evaluation system,which can more accurately reflect the realization of the goal of “double-first-class” construction literature resources.(3)The shortcoming is that this study did not conduct survey and statistics on the evaluation objects after constructing the system,and lacked empirical research on the evaluation system.Therefore,it is impossible to apply the post-construction evaluation index system to obtain feedback,so as to improve according to the actual evaluation effect.
