Because of geographical location,China has long been a very serious disaster,or natural disasters,or man-made security incidents,these emergencies make people's lives and property security are often endangered.In this regard,China's local governments attach great importance to emergency material reserves,scientific and rational use of emergency material reserves management as much as possible to eliminate the negative impact of major public accidents,so that people quickly recover from the pain in the disaster to help people rebuild their homes.Therefore,local governments at all levels should attach great importance to the emergency material reserves information platform or material management system.Through the research and development of the emergency material reserve information platform,governments at all levels can improve the management capacity of emergency materials and optimize the transportation and allocation decisions of emergency materials,which is of great theoretical and practical value.This topic first learns from the advanced material management system of western countries such as the United States and Germany,and learns the advantages of the three-in-one model for the domestic Shanghai and other places according to the management situation of domestic and foreign emergency material reserves.Combined with the actual situation in Tianjin,and advanced network computer technology would like to combine the emergency materials classification and management of the mobilization of various relevant departments in Tianjin network-based coverage,the design of the Tianjin Emergency Materials Reserve Information Platform,in order to improve the local emergency response capabilities and efficiency.In this project,the author's main work includes the following sections:The first part introduces the research background and significance of the emergency platform,and then introduces the research status of the developed countries and the domestic advanced cities for the emergency materials reserve platform,laying a firm theory for the design and development of the Tianjin emergency material reserve information platform The basis and the reference basis,then introduces this topic research content and the research method.The second part is related to the theory of emergency materials reserves and technical research,the author focused on emergency supplies to carry out research and analysis,including the classification of emergency supplies,emergency supplies and emergency supplies of reserves,and then emergency supplies management and Development analysis,and then analysis of research and development tools and platforms,including.NET platform,Visual Studio2008,SQL Server2005.The third part is about the emergency supplies reserve information platform needs analysis,the Tianjin emergency supplies reserve information platform system overview,involving Tianjin emergency supplies reserve information platform construction background,ideas and objectives,and then the emergency material reserves information platform demand analysis.The fourth part is the design and development of Tianjin emergency material reserve information platform.Firstly,the design of Tianjin emergency material reserve information platform,such as its operating environment,structure system and database,is designed from design concept and processing flow.This paper analyzes the design of Tianjin emergency material reserve information platform in detail from the management of data source management,the case database,the event database,the knowledge base,the expert database,the case database,the system and so on.The fifth part is the implement and test of the Tianjin emergency material reserve information platform.First,it introduces the overall realization of Tianjin emergency material reserve information platform,then the development environment,development tools and function realization,then the testing platform,including environment establishment,Interface,unit,platform features,platform performance in these areas.
