On the basis of technical solution of Sichuan provincial emergency broadcast system, relevant design specification and ISO/IEC13818 standard, this paper designs and implements a receiving system software of emergency broadcast message by MFC application development based on Visual Studio 2010 integrated development environment, Windows socket network programming, GDI+,Windows MCI and Winmm multimedia dynamic link library.The receiving software of emergency broadcast message is the software for receiving part of the entire emergency broadcast system. It can be divided into four parts as message receiving, message parsing, message disposing and confirmation message returning in the aspects of function structure. It mainly includes the emergency broadcast message disposing part and the network resource management message disposing part in view of the business requirements.The contents that this paper researches and completes are as follows:1. Firstly, it introduces the overall framework and overview of the emergency broadcast system, then researches and analyzes the requirements of the message receiving system software which mainly including emergency broadcast message part and network resource management message part. At last, it puts forward the technology and solutions to achieve the thesis project goals according to these requirements.2. Message receiving module: it does system initialization job before receiving message, including system parameters, receiving buffer and the socket parameter configuration. It coordinates the receiving and reading work as to the emergency broadcast message.3. Message parsing module: it does parsing, integrity and protocol conformance check work after receiving emergency broadcast message or network resource management message from the network, saves the parsed data to disk or memory as the data source of message presentation module and confirmation message returning module.4. Message disposing module: For emergency broadcast message which belongs to corresponding system, it extracts the content for publish, passes it to adapter encapsulation equipment for subsequent processing, and presents it on corresponding system’s UI. As to network resource management message which belongs to corresponding system, it performs the appropriate message instructions.5. Confirmation message returning module: For emergency broadcast message or network resource management message which belongs to corresponding system, it packages data according to the corresponding confirmation message protocol format, sends it to the specified host if in need, for telling the host the processing results.At present, the emergency broadcast system is still in its infancy in our country, the construction of the whole system is still in exploration. It is authentically true that the design and implementation methods of the receiving software of emergency broadcast message that put forward in this paper, completely conform to technical solution of the Sichuan provincial emergency broadcast system and related design specifications, and can also well meet the demand of the function requirements and performance indicators, and consequently, can be applied to the Sichuan provincial emergency broadcast system.
