It is important to establish a highly reliable emergency communication system when extreme events such as earthquakes and wars occur.The emergency communication based on digital broadcasting has been very mature and also can ensure the high reliability of transmission.However there are still some kinds of problems that emergency communication based on digital broadcasting is facing.For example,if war or earthquake and other extreme situation occured,digital broadcasting system transmitting equipment was damaged and receiver cannot receive the message from transmitter due to the limited transmission power.Because the transmission power can not meet the request of the receiver.In view of the above problems,we take digital video broadcasting baseline terrestrial system as an example and propose a high reliable emergency warning method based on digital broadcast signalling aggregation which has a characteristics of low power and high reliability.In this paper,the digital video broadcasting baseline terrestrial system transceiver system is built on the universal software-defined radio peripheral according to the European terrestrial digital broadcasting standard.The transmitter is used to transmit the local video and real-time video captured by using the camera.The receiver is divided into the inner receiver and the outer receiver in order to achieve synchronization,channel estimation and decoding and finally obtain the video decoding data and play in the application software platform.In the fixed mode which is pre-set,the transmission parameter signalling part of the digital video broadcasting baseline terrestrial system is used to convey the short message while using non-binary LDPC codes with the rate of 1/2 in the field of GF(16)as channel coding scheme,and using BPSK as the modulation method.The whole experimental system is implemented on the software-defined radio platform in the open environment.The results show that this scheme can significantly improve the reliability and can be also extended to other broadcasting system.
