Nowadays, an increasing number of large gathering events bring great pressure to existing communication systems. Meanwhile, a series of emergencies, such as earthquakes, fires, terrorist attacks, etc constantly test the work capabilities and efficiency of the government and its corresponding functional organization. It is necessary to enhance the adaptability and reaction speed of the government and its main functional organization as well as the completion of emergency communication systems.Emergency broadcast systems adopt internet of things (IoT) technique in emergency communications so that the information perception integrated management platform is built on the basis of "perceived linkage center". The thesis presents a novel method based on MVC develop mode, meanwhile integrating the design and realization means of B/S, C/S architecture network management systems. The method innovatively adds network management factors in existing broadcast systems so that the whole broadcast performance can be greatly promoted via effective network management systems. In this way, the broadcast system can respond to the need of different occasions. Besides, the system can also capture the environmental anomalies and network faults in time, which is conductive to eliminate failure and resume the broadcast systems as soon as possible. Hence, it offers a feasible solution for the intelligent management of the broadcast networks.The thesis includes the following three aspects:development of emergency communication systems, functional requirements of emergency broadcast systems and the realization of web-based emergency broadcast management systems. Firstly, the thesis gives an overview of the importance of the emergency communication, including the necessity and significance of improving emergency communication systems; secondly, a detailed description of the functional requirements of the emergency broadcast system and necessity of building network management systems is exhibited in the paper; lastly, via the comparison between B/S and C/S architecture and in-depth analysis of the development of network management system, a web-based realization scheme of network management systems is proposed in the thesis.
