Since April 16,2012, "CPC Central Committee and State Council guidance on classification reform of public institutions" published, the tide of reform of institutions intensified. Various institutions have responded to the government’s call to focus into the process of reform to the relevant units. Especially for reform in public institutions, provinces began to focus on reform of the public library into the management system of innovation and model innovation work. Corporate governance is a new management structure system, which is mainly based on the principle of separation of powers, rights and obligations clearly organized within each agency’s responsibilities detailed breakdown boundaries between departments, is committed to the formation of an internal organization of its various divisions level, mutual cooperation and good management architecture effort.This new management structure system is essentially a way to improve the organization of independent governance, the establishment of this structure requires full implementation of the rights of legal institutions, that is, the government needs to management and decision-making to the organization itself, all the organization daily management and decision-making on major issues are on your own time. This new management structure in the library system is to break the traditional application of the government arranged library management mode, making public library managed to become something of their own body, but also allow the library to become a true corporate entity, this structure can make libraries can be an independent legal entity to exercise rights and assume corresponding obligations. The establishment of the structural system to some extent to achieve the government’s administrative management, before the establishment of sub-structures for the management of government is a full library, he has been playing a "mother" image. Since the establishment of the structural system, a dramatic transformation of government functions, from the original administration government into a service-oriented government, not direct intervention in the daily management of the library, but merely as a library organizers and funders image, exercise their right of supervision. The new management structure is a system upgrade management mode, it is an innovative approach to the management of each unit to implement this architecture can not only enhance and realize their own self-management, and to some extent also It can be achieved in the management of public institutions and the right to host phase separation.As a new corporate governance structure and efficient management structure and system, the field of public libraries in the country began to slowly rise. Since the reform of government issued guidance related units, public libraries in some provinces and cities have joined the ranks of reform, began to gradually establish a management structure of this system, the implementation of the main work is to establish the structure of the Council, which is the government replacement for decision-making functions, plays an important role in the architecture, which is directly related to the success of this structure in the library application or not. This article was based on previous studies, summarized the concept of corporate governance structure, combined with our country at this stage against the background of some units reform, the author analyzed the structure of the library in real applications. In this paper, combing the architecture of the premise, and the traditional library management system by contrast, highlight the actual function and role of the system, and the author had implemented this architecture has conducted a detailed survey, summed up its during the existence of the characteristics and difficulties encountered in the implementation, and finally solved these problems, the author will develop relevant practical advice, according to analysing various agencies,so as to achieve the purpose of improving the corporate governance structure.
