Informatization construction has become more and more the focus of government agencies,enterprises and institutions,and even all walks of life.The budget for the overall investment cost of informatization project construction is one of the most difficult points in project construction,which directly affects the overall control and economic benefits of enterprises 'projects.The estimation of the development cost of informatization project is not accurate,the cost deviation value is large,and the typical software crisis such as the delay caused by the delay of the project can not be delivered on schedule has fully attracted the attention of the industry and scholars.Accurate software cost measurement is crucial for the completion of software projects..In 2013,China issued and implemented the industry standard "Software Research and Development Cost Measurement Standard”.A company of the National Grid intends to develop a set of standard methods for measuring the cost of informatization construction projects that are suitable for grid companies and even the power industry.In particular,the cost of software development is estimated so as to better standardize the construction of enterprise informatization projects.In recent years,software cost estimation methods such as functional point method,expert estimation algorithm,model method,and statistical analysis method have been continuously proposed and studied and improved.Among them,in the software scale estimation method,IFPUG functional point method,NESMA functional point method,fast functional point method,Mark ? functional point method and other international standards are popular.Starting from the practice of information construction in state-owned enterprises,this paper makes a comparative analysis of various estimation techniques,integrates the advantages of various functional point methods,and finds functional ways to match the information business of enterprises.Based on IFPUG,this paper presents a method for analyzing and improving the functional point based on IFPUG.At the same time,the theoretical basis and method principle of COCOMO model arc analyzed and studied in detail.On the basis of the IFPUG estimated function point,the concept of scale factor and technical quality factor was introduced innovatively,the formula model was quantified and improved,and the constant factor appeared in the model was initially verified using real data.And combined with the scale of the company's hardware and Software purchase fees and manpower and other costs,together constitute the overall cost of the investment estimate of the information project.On the basis of this method,an automated system for estimating the number of functional points of software projects and the cost of enterprise informatization projects is developed.Through the development of the system,this paper helps enterprises to identify the cost of informatization construction projects.The methods and models studied in this paper are innovated and improved on the basis of the original:the scale factors are newly adjusted and reclassified,and the unadjusted function points obtained from the predictive function point method are adjusted once from the function complexity layer;In view of the influence of many technical and software development quality factors on software scale,technology quality factors are introduced for secondary adjustment,and 0-4 scoring method is used to determine the weight of technology quality adjustment factors.In the workload adjustment stage,software factors and development factors are introduced again,and the model is improved initially.The mapping and model relations involved in the construction of the construction period and workload model are introduced to the existing models of the National Network,and the improved cost method and model are finally applied to the actual project estimation.By comparing the collected historical data with other methods,we find that the method of functional points is less biased and comparative advantage.Finally,the optimal model is applied to the research and development process of the enterprise information investment cost estimation system,and the correctness of the model and the practicality of the enterprise information investment cost estimation system are verified through practical functions.In short,the study of this method and the development of the system have solved the barriers between the original functional points and the actual project estimates,and have fully combined the method and the model and applied it to the development of an automated estimation system.It provides a practical and relatively accurate application tool for the cost estimation of the information project,and better meets the needs of the cost estimation of the information construction project of the national network.
