As information period coming, the software industry of China is promoted to thesteady growth phase by computer hardware and software systems with the wave of Internettechnology and modern management thinking. Scale and complexity of software isextended with the level of information of all walks of life is constantly increasing. It isnecessary to do all aspects of management to software project, in order to complete thesoftware project successfully according to expected schedule and quality under conditionsof limited resources. Software project management injects new management ideas andmanagement methods for software industry practitioners. With increasingly fiercecompetition in the software industry, the cost of software plays an important roleincreasingly.Firstly, some definitions of project management, cost management, softwaredevelopment projects, software development project management, cost estimation, costcontrol and so on, are introduced in this paper. Apply various models to verify andcompare with previous projects which are not applied them, not only obtained theimportance of derived model management costs, but also obtained cost managementmethod which suitable to homothetic company and situation.Many small development companies were emerged with increasing demand forsoftware, but these development companies are composed by technical personnel mainly,the professional cost management staff is very lack, Many sophisticated estimation modelsand control methods used in these small companies enterprises are not very practical. Thus,cost management method which is suitable for software companies their own developmentis needed very much. To small software development companies, combined its’characteristics, related content of cost management of software development project isstudied. The concepts and characteristics of software development project management areanalyzed, some classical cost management system, methods and models which are usedfrequently, are investigated, cost management method which is suitable for small softwaredevelopment companies which of staff is technical personnel mainly is obtained from thesemodels and methods.Expected R&D which can bring more benefit to company and make a reference tocost management for similar company.
