Research On The Innovation Of The Cooperation Mechanism Of City Reading Space In Hefei City

City Reading Space is a non-profit cultural project greatly implemented by Hefei City in recent years,which has make it a reality for City Reading Spaces to throb vigorously in avenues and alleys in Hefei.Featured with comfortable reading environment and various kind of reading activities,City Reading Space can provide non-stop cultural and recreational service for its readers.It is integrated in borrowing books,selling cultural and innovative products and idea-exchanges in culture and education,so that it has now become a living and recreational center as well as a cultural and social communication center for its citizens,which has plays an important role in creating a good reading phenomenon for citizens and in cultivating an excellent social custom.This project is driven by the leading force from government and the power of market allocation,which is insisted by Hefei municipal government.The model "Library+Bookstore" is launched in principle to encourage and support from social forces to participate in construction and management of City Reading Space by different channels and ways.There is no doubt that engagement of social forces as well as construction and management of City Reading Space has made some achievements that they have integrated and optimized market resources efficiently and have contributed a lot to the construction and development of City Reading Space.This project,City Reading Space construction,has introduced social forces of strong power from other provinces to help Hefei construct and manage it and to further build "Hefei Model" and that is innovative to some degree in construction and management as well as operation.Now the advantages of cooperation between Hefei government and society in creating City Reading Space are witnessed by people gradually,and that is a part of achievement in this project.However,a minority of problems are also exposed.Innovative countermeasures are advanced for the mechanism of cooperation between Hefei government and society in building City Reading Space after pondering on cooperation model of Hefei government and society and making analysis on problems during their cooperation with on-spot researches on construction,management and service of City Reading Space in Hefei.There are seven chapters in this paper.The first chapter is Introduction which deals with research background,purpose,significance,present study situations in both domestic and foreign fields,research outline and contents,methods and some innovations on cooperation between Hefei government and society in building City Reading Space.The second chapter provides different definitions and some fundamental theories.This part expounds the concept and basic characteristics of City Reading Space,the concept of cooperation between government and society and social forces as well as fundamental theories used in this paper.Fundamental theories include New Public Service Theory,Governance Theory and Public Choice Theory.The third chapter involves present situations on the project City Reading Space under the cooperation of government and society.Research methods in this chapter are on-spot research,online surveys and so on to make analysis on present situations on the project City Reading Space under the cooperation of government and society,expounding main forces and project's contents of City Reading Space in Hefei,analyzing cooperation model of the cooperation of government and society in building City Reading Space and concluding achievements of the project City Reading Space under the cooperation of government and society.The fourth chapter mainly introduces some cases of cooperation between Hefei government and society in creating City Reading Space.This chapter provides further preparation for classifications of problems in the fifth chapter due to its researches on four different City Reading Spaces in Hefei and its analysis on problems in their management and operation.Next chapter explores problems in the cooperation between Hefei government and society in creating City Reading Space.And specific problems are listed as follows:redundancy in government management system,insufficient innovative forces,low cohesion in the construction and management,and poor variation of engagement,insufficient productivity and rehabilitation,and risks in investment and management of social forces.The sixth chapter are comprised by innovative countermeasures to cooperation between Hefei government and society in creating City Reading Space.This sector are countermeasures advanced in accordance with cooperation mechanism of government and society based on introduction of fundamental theories and background as well as problems put up in the former chapter.Specific measures include simplify management system;make sure that some independence is given to social forces,reinforce innovation incentive mechanism;strengthen self innovation ability of social forces,build sound connection system to ensure proper connection in construction and management of social forces and to broaden cooperation among social forces;provide operational services,establish evaluation and feedback mechanism;and contribute sustainable development of cooperation between government and society.The last chapter is conclusion,a systematic summary to the whole thesis.Meanwhile,research limitations are also written in this part;and this chapter also looks forward to the future of he cooperation between Hefei government and society in creating City Reading Space.
