Research On Hefei Urban Reading Space

In 2014,"advocating reading for all" was included in the work report of the government of the State Council and was emphasized by Premier Li Keqiang as an important cultural project for 6 consecutive years.During the 13 th Five-Year Plan period,"Promoting Nationwide Reading" was written into the planning outline,raising national reading to a national strategic level for the first time.In response to the call of the state,the governments of various regions have continuously explored in the field of public cultural services.The Xicheng District Government of Beijing began to create a special reading space in 2014;Chengdu municipal government also creates urban reading space through the model of “library + bookstore”;Shenzhen uses cross-border combination to create "In library" reading space;Yangzhou to Build "24-hour City Study";Shanghai Jiading District to Build "My Jia Study" etc.Hefei municipal government has also actively carried out the construction of public cultural services,starting from 2017 to build Hefei city reading space.By the end of 2019,more than 80 urban reading spaces have been built,the number of construction projects ranked first in provincial capitals of the country.This paper expounds the relevant concepts of urban reading space,based on the new public service theory,public goods theory and sustainable development theory.This paper investigates the current situation of the development of Hefei's urban reading space,and discusses the infrastructure,operation and management,and reader service of Hefei's urban reading space through on-site visits and on-line investigations.and summarizes the achievements made in the development of Hefei's urban reading space,sums up the problems existing in the development of Hefei's urban reading space,further analyzes the causes of the problems,and finally gives some suggestions on improving the development of Hefei's urban reading space.This paper studies Hefei's urban reading space from five aspects:The first part is introduction.This paper introduces the research background and basis of this topic.The purpose and significance of the research;Research status at home and abroad;Research contents,research ideas,research methods,research characteristics and shortcomings.The second part is related concepts and theoretical basis of Hefei city reading space research.This paper introduces the concept of urban reading space and the theoretical basis of Hefei urban reading space research,which mainly includes the new public service theory,public goods theory and sustainable development theory.The third part is the current situation of Hefei's urban reading space development.Firstly,12 urban reading spaces in "three districts and one county" of Hefei city were selected as the objects of investigation,and a comprehensive investigation was conducted from three dimensions of infrastructure construction,operation and management,and reader service,and 4 of them were selected as typical cases for analysis.Secondly,it summarizes the achievements of Hefei's urban reading space development,including: facilitating Hefei citizens to read;Perfect Hefei public cultural service system;The cultural brand construction of "Elegant Hefei" has achieved initial results.It enriches the forms of cooperation between the government and social forces and improves the overall image of Hefei.Finally,the problems in the development of Hefei's urban reading space are summarized,including: obvious homogenization phenomenon;The utilization rate of collection resources is low;The regional development of reading space is unbalanced.The fourth part is the reasons for the problems in the development of Hefei's urban reading space.The main contents include: the government's overall planning is not reasonable enough;The supervision and evaluation mechanism is not perfect,the service form is single,the professional talents are insufficient,and the universal reading is insufficient.The fifth part is the suggestion to perfect the development of Hefei's urban reading space.The main contents include: improving the overall planning of the government,establishing and perfecting the supervision and evaluation mechanism,enriching the service forms,speeding up the introduction and training of professional talents,continuing to promote nationwide reading,deepening the degree of integration of the Internet,and enhancing the exchange and cooperation with reading spaces in cities in other regions.
